Job summary

Qualifications

  • Willingness to travel domestically and internationally and work outside normal hours when needed.

  • Maintain stakeholder records, working groups, and information distribution.
  • Analyze program data, identify trends, and prepare improvement recommendations.
  • Develop trackers, dashboards, and reporting products for leadership decisions.
  • Improve processes for tasking, clearance, engagement, and records management.
  • Support projects and capacity-building by tracking expenditures and reports.

Journeyman Business Analyst, TS/SCI

Salary Range: $120,000.00 To $133,000.00 Annually

Harkcon is seeking a mission-focused professional to support CISA in advancing cybersecurity, critical infrastructure security, resilience, and emergency communications priorities. The Journeyman Business Analyst provides analytical, operational, and program-management support to CISA. The role helps convert engagement priorities into disciplined workflows, actionable analysis, timely executive products, and accurate reporting.

Location: National Capital Region. Hybrid telework and work at DHS/CISA, 4200 Wilson Boulevard, Arlington, Virginia 22203.

Security and Suitability: Active Top Secret clearance with Sensitive Compartmented Information access required and must be maintained throughout employment.

Key Responsibilities

  • Support CISA leadership and advisors in executing engagement and mission priorities.
  • Research and monitor policy, economic, congressional, business, cybersecurity, and critical infrastructure developments and identify emerging issues.
  • Develop, write, edit, coordinate, and clear executive-level briefing materials, including issue papers, talking points, remarks, situation reports, readouts, decision memoranda, information memoranda, presentations, and technical reports.
  • Plan and support bilateral and multilateral engagements, meetings, exchanges, exercises, training activities, and cooperative projects with international partners.
  • Prepare detailed engagement and trip schedules and coordinate travel, lodging, ground transportation, interpretation, logistics, security and access requirements, and required materials.
  • Track taskers, engagement requests, document clearances, milestones, follow-up actions, implementation activities, and reporting requirements to ensure timely completion.
  • Coordinate with U.S. Government agencies, foreign governments, embassies, international organizations, academia, non-governmental organizations, and public and private-sector stakeholders.
  • Support stakeholder records, working groups, contact data, agendas, notes, readouts, information distribution, and electronic and physical records management.
  • Analyze program, engagement, and stakeholder data; identify trends; and prepare recommendations that improve mission effectiveness and operational efficiency.
  • Develop and maintain trackers, visualizations, dashboards, and reporting products that support leadership decision-making.
  • Analyze and improve tasker, clearance, engagement, records-management, and coordination processes in accordance with prescribed procedures and standard operating procedures.
  • Support cooperative projects and capacity-building initiatives by tracking implementation, expenditures, and required reports.

Required Qualifications

  • Demonstrated experience in business analysis, program analysis, process improvement, data analysis, or operational planning in a complex federal or national-security environment.
  • Strong executive writing, research, analytical reasoning, task management, and stakeholder communication skills.
  • Experience developing or maintaining trackers, dashboards, data visualizations, reports, or other decision-support products.
  • Ability to safeguard classified, Privacy Act, Sensitive but Unclassified, and other sensitive information in accordance with DHS requirements.
  • Ability and willingness to travel domestically and internationally and support engagements outside normal business hours when needed.

Preferred Qualifications

  • Bachelor's degree in business, public policy, international affairs, cybersecurity, information systems, homeland security, or a related field.
  • Experience supporting international affairs, cybersecurity, critical infrastructure, foreign policy, or interagency programs.
  • Experience with customer relationship management platforms, Microsoft 365 tools, data visualization tools, or workflow-management applications.
  • This is a full-time position, estimated at 1,912 hours per contract year, unless otherwise stated in the posting.
  • Work is generally performed Monday through Friday during core business hours. Support outside normal business hours, including weekends or holidays, may occasionally be required to support mission needs.
  • Domestic and international travel may be required. Government-directed reimbursable travel requires advance approval.
