Job summary

Pantheon Data, a private small business in the Washington, DC area, is seeking a Program Analyst / Systems Engineer to support the U.S. Coast Guard ISVS program. The role focuses on systems engineering, requirements analysis, SOW development, budget prediction, cost analysis, technical documentation, and schedule support.

Hybrid work in Baltimore, MD from SFLC; up to 10% travel. Minimum 5 years in related fields and a Bachelor's in engineering.

Qualifications

  • Minimum 5 years of experience in program analysis, systems engineering, or acquisition support.
  • Bachelor’s degree in engineering or related field required; work experience considered if directly relevant to U.S. Coast Guard.
  • Advanced proficiency in developing and reviewing Statements of Work; technical authority over engineering systems, hull mechanical and electrical systems.
  • Familiarity with Microsoft 365/Suite (SharePoint, Power BI, Power Query, Outlook, Teams, Word, Excel, Planner, Project, PowerPoint).
  • Ability to synthesize financial and technical data into actionable recommendations.
  • Experience supporting federal acquisition programs (MSAM/NMAP preferred); COR experience preferred but not required.

Responsibilities

  • Assist in drafting and reviewing technical specifications, system integration documents, and engineering drawings to support acquisition requirements; review and summarize documentation in government systems.
  • Contribute to Contract Deliverables (CDRLs), Request for Proposals (RFPs), milestone review documentation (PDR/CDR/TRR); evaluate proposals for technical and contractual compliance.
  • Support development of reports, issue papers, and meeting minutes for stakeholder briefings.
  • Interface with prospective vendors for market research and post‑award contract management.
  • Navigate a master schedule system in MS Project or similar tools; synthesize multiple information streams to inform technical decisions.
  • Integrate data from multiple sources into centralized spreadsheets for budgetary planning and internal reporting.
  • Support development of cost estimates for labor, materials, and lifecycle sustainment.

Founded in 2011, the company started by providing acquisition and supply chain management services to the U.S. Coast Guard and has expanded its services to include infrastructure resiliency, contact center operations, IT, software engineering, program management, strategic communications, engineering, and cybersecurity. Pantheon Data serves commercial clients and federal agencies, including DHS, DoD, and other Federal Civilian Agencies.

Position Overview

Program Analyst / Systems Engineer – The role supports a major surface acquisition program for the U.S. Coast Guard, focusing on systems engineering, requirements analysis, statement of work development, budget prediction, cost analysis, technical documentation, and schedule support for In-Service Vessel Sustainment (ISVS) projects.

Responsibilities (Weighted by Importance)
Systems Engineering & Acquisition Documentation (80%)
  • Assist in drafting and reviewing technical specifications, system integration documents, and engineering drawings to support acquisition requirements; review and summarize documentation in government systems.
  • Contribute to Contract Deliverables (CDRLs), Request for Proposals (RFPs), milestone review documentation (PDR/CDR/TRR); evaluate proposals for technical and contractual compliance.
  • Support development of reports, issue papers, and meeting minutes for stakeholder briefings.
  • Interface with prospective vendors for market research and post‑award contract management.
Financial Modeling & Analysis (10%)
  • Integrate data from multiple sources into centralized spreadsheets for budgetary planning and internal reporting.
  • Support development of cost estimates for labor, materials, and lifecycle sustainment.
Schedule & Program Management Support (10%)
  • Navigate a master schedule system in MS Project or similar tools; synthesize multiple information streams to inform technical decisions.
Required Skills and Experience
  • Minimum of 5 years’ experience in program analysis, systems engineering, or acquisition support; preference for experience with DOD, DHS, or associated federal agencies.
  • Bachelor’s degree in engineering or related field required; work experience in lieu of education considered if directly relevant to the U.S. Coast Guard.
  • Advanced proficiency in developing and reviewing Statements of Work; technical authority over engineering systems, particularly hull mechanical and electrical systems.
  • Familiarity with Microsoft 365/Suite (SharePoint, Power BI, Power Query, Outlook, Teams, Word, Excel, Planner, Project, PowerPoint).
  • Ability to synthesize financial and technical data into actionable recommendations.
  • Experience supporting federal acquisition programs (MSAM/NMAP preferred); COR experience preferred but not required.
  • Ability to work effectively on geographically separated cross‑functional teams and interface with naval engineering community, cutter crews, ISVS leadership, and Coast Guard Engineering Technical Authority.
  • Ability to meet deadlines and deliver quality work.
  • Ability to work remotely in cross‑functional teams.
Physical Requirements

Candidate must safely navigate interior confines of Coast Guard cutters, including narrow hatches, ladders, gangways, and confined spaces typical of military vessels; occasional long‑distance walking required.

Clearance Requirements

Applicants must obtain and maintain a Public Trust security clearance before and during employment.

Work Location

Hybrid – SFLC in Baltimore, MD with station at USCG HQ, Washington, D.C.; travel up to 10% of schedule.

Compensation

Salary range: $80,000 – $95,000 (dependent on experience, location, and contractual needs).
