Journeyman Electrician - Public Works - Bureau of Utilities - Water Reclamation

Job Description
  • This is Journeyman level operations service work, which may include lead worker responsibility, under general supervision from an administrative or technical superior. Work includes skilled trades work at the Journeyman electrical level involving electrical repairs and maintenance. Inspects, troubleshoots, tests, installs, repairs or replaces equipment and devices.
  • CLASS DESCRIPTION: This is skilled trade work at the Journey level. Work includes the installation, repair and maintenance of electrical, plumbing or HVAC-R systems under direction from a technical or administrative supervisor. Assignments are stable in nature and are carried out in accordance with accepted trades standards and applicable regulations. Contacts with others are on a routine basis, including contacts with various County personnel.
  • Include the following. Other related duties may be assigned.
  • Receives work orders for electrical, plumbing or HVAC-R; reads and interprets building plans, blueprints, wiring diagrams, sketches and schematic drawings to perform routine skilled trades work.
  • Uses a variety of manual and power tools to perform simple projects or assist on major projects to include installation, maintenance and repair.
  • Troubleshoots and diagnoses malfunctioning electrical circuitry, solid state control systems and/or motor equipment by using appropriate testing devices to locate malfunctions and make repairs. Locates and marks buried electrical lines using various tracing devices.
  • Assists with installs, repairs, and tests electrical systems, electrical shop equipment, emergency or standby generation systems, and internal electrical power distribution facilities, such as switchboards, controllers, circuit breakers, motors, heating units, control panels and conduit systems.
  • Makes standard computations relating to load requirements of wiring for electrical equipment. Uses specialized measuring and testing instruments such as voltmeters, ammeters, watt meters, ohmmeters, and meggers for testing continuity of circuit to ensure electrical compatibility and safety of all components.
  • Tests all motor control systems, switch gears, and substation equipment. Inspects contracted installations, and repairs to ensure operability and conformance with specifications and contract. Maintains records and reports on materials and equipment used.
  • Repairs breakdowns of electrical motors, motor control centers or switch gear. May help plan new wiring systems, control circuits or alarm hookups in conjunction with existing equipment. May fabricate necessary electrical devices, and test and debug new installations.
  • Maintains lighting systems; replaces bulbs, ballasts, and parts. Performs other duties as assigned or required. Performs overtime work and on-call work.
  • This position is designated as an emergency/essential position and may be required to respond in a variety of emergency situations. This job has no direct supervisory responsibilities. May direct or oversee the work of lower-level semiskilled and unskilled employees.

Any combination of education and experience equivalent to completion of the 12th grade.

Completion of a State of Maryland recognized apprentice program.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

  • Knowledge of the theory and principles of electrical, plumbing or HVAC-R skilled trades at the journey level.
  • Knowledge of occupational hazards associated with the trade and the safety precautions to be followed.
  • Knowledge of testing equipment and methods.
  • Knowledge of all phases of shop mathematics needed to perform skilled trade work.
  • Skill in the use of power and hand tools of the specialized trade.
  • Skill in operating maintenance and construction equipment.
  • Ability to read blueprints, schematics, wiring diagrams and other specifications.
  • Ability to trace, diagnose, repair and maintain systems.
  • Ability to work from scaffolding and high structures.
  • Ability to work in confined spaces.
  • Ability to review the work of apprentices.
  • Ability to lift 50 pounds.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

  • One year certificate from college or technical school and completion of a State of Maryland recognized apprenticeship, with 1 year of industrial experience, to include a background in programmable controllers.
  • Thorough knowledge of standard electrical trade practices, methods, tools, instruments and equipment.
  • Thorough knowledge of electrical code requirements and standard electrical tests, repairs and new installations.
  • Ability to read engineering drawings, sketches, wiring diagrams, and other specifications.
  • Ability to analyze electrical problems and recognize safety warnings. Ability to install and repair all types of high-voltage electrical equipment.

The employee is further responsible for correcting and/or reporting any conditions within the building or grounds that may be hazardous to the public, co-workers, or other county employees.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organizations.

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

  • Class C Maryland Driver's license or equivalent issued by state of residence.
  • Possession of Electrical Journeyman’s License issued in the State of Maryland.
  • A Wastewater Collection Class II, and a Water Distribution System Operators License may be required.
