Junior Program Analyst, Public Trust

Salary Range: $72,000.00 To $82,000.00 Annually
Harkcon is seeking a mission-focused professional to support CISA in advancing cybersecurity, critical infrastructure security, resilience, and emergency communications priorities. The Junior ProgramAnalyst provides essential coordination and administrative support to CISA . The role supports engagements, executive products, tasker tracking, stakeholder records, travel and meeting logistics, onboarding, and records management.
Location: National Capital Region. Hybrid telework and work at DHS/CISA, 4200 Wilson Boulevard, Arlington, Virginia 22203.
Security and Suitability: Ability to obtain and maintain DHS Public Trust suitability required.

Key Responsibilities
- Support preparation and execution of engagements, including meeting logistics, agendas, name cards, participant lists, note-taking, readouts, materials, and hosting supplies.
- Maintain taskers, engagement requests, calendar information, contact records, clearance trackers, action items, and electronic and physical files.
- Conduct research and prepare draft summaries, briefing inputs, trip schedules, meeting materials, and routine reports.
- Coordinate travel logistics and support travel documentation, scheduling, lodging, ground transportation, and related administrative actions.
- Support stakeholder relationship-management tools and databases by entering and maintaining accurate contact, engagement, and meeting information.
- Support onboarding, training, welcome materials, standard operating procedures, and knowledge-transfer activities for new personnel.
- Safeguard sensitive information and follow prescribed processes, standard operating procedures, and best practices.
Required Qualifications
- Demonstrated experience in program support, project coordination, executive support, administrative operations, event support, travel coordination, research, or a related field.
- Strong organizational skills, attention to detail, writing and editing ability, and customer-service orientation.
- Ability to manage multiple priorities, maintain accurate records, meet deadlines, and exercise discretion.
- Ability to safeguard Privacy Act, Sensitive but Unclassified, and other sensitive information in accordance with DHS requirements.
- Ability and willingness to travel domestically and internationally and support engagements outside normal business hours when needed.
Preferred Qualifications
- Bachelor's degree in a relevant discipline or equivalent relevant professional experience.
- Experience supporting a federal agency, executive office, international program, national-security program, event, or travel operation.
- Experience using Microsoft 365 applications, contact databases, task-management tools, or records-management systems.
- This is a full-time position, estimated at 1,912 hours per contract year, unless otherwise stated in the posting.
- Work is generally performed Monday through Friday during core business hours. Support outside normal business hours, including weekends or holidays, may occasionally be required to support mission needs.
- Domestic and international travel may be required. Government-directed reimbursable travel requires advance approval.
