Job summary

Three Saints Bay is seeking a Joint Training Requirement Specialist to support the National Guard Bureau's Joint Training System across the eastern States. The role focuses on training readiness, planning, execution and assessment, using JTIMS, JELC and DRRS tools to enhance domestic operations.

The position covers U.S. states east of the Mississippi and requires US citizenship, a bachelor's degree and 10+ years of relevant experience; a Secret clearance is required.

Responsibilities

• Prepare and conduct workshops or trainings to improve joint training readiness.
• Demonstrate competence with all phases of the JTS training for integration.
• Serve as OC/T during exercises or training events.
• Support state or territory hosted training exercises or events.
• Develop Mission Training Assessments and JMET development.
• Update JTPs, training objectives, and Training Performance Assessments.
• Support JELC development.
• Assist in designing and evaluating joint training events for 54 JFHQs-State.

Ocean Bay, LLC, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking aJoint Training Requirement Specialist. This position can be located in either of the following states: Maryland, Virginia, North Carolina, South Carolina, etc.

This position covers the U.S. States east of the Mississippi River, including the Mid‑Atlantic, South Atlantic, and parts of the Midwest. This region includes JFHQs‑State for states such as Maryland, Virginia, North Carolina, and others, and is coordinated under the Eastern Combatant Command (EUCOM) for certain missions.

Position Description:

• The Joint Training Requirements Specialists (JTRS) Subject Matter Experts (SMEs) supports the 54 States and Territories, JFHQ Staff, and other National Guard (NG) organizations within the Joint Training System. They operate in the National Guard Bureau Joint Exercise Division (NGB-J37) as the staff proponent for National Guard Bureaus training readiness analysis relevant to domestic operations. The NGB J37 ensures these functions are integrated and complementary. Chief among these efforts is the utilization of the Joint Training System (JTS) of record, Joint Training and Information Management System (JTIMS), Joint Exercise Life Cycle (JELC) support, Joint Lessons Learned Information System (JLLIS), and Defense Readiness Reporting System (DRRS).

• Prepare and conduct workshops and/or developing trainings to improve or enhance focus area for joint training readiness.

• Demonstrate high level of competence with all phases of the JTS training; requirements, planning, execution and assessment for successful JTS integration.

• Serve as an Observer, Controller, Trainer (OC/T) during exercises or training events

• Support the execution of state or territory hosted training exercises or events

• Develop Mission Training Assessments (MTA), supporting JMET development

• Update and complete JTPs, develop training objectives (TO), and Training Performance Assessments (TPA)

• Support JELC development.

• Use the JTS and JELC process to support the 54 JFHQs-State/territory in designing, planning, preparing, executing and evaluating joint training events

• Support the development of JFHQs-State/territory Joint Training Plans.

• Assist in supporting Joint Staff Subordinate Organizations in the development of J/AMETLs. Subordinate Organization J/AMETLs are state/territory specific tasks that are based on JFHQ Commander’s assessment. Subordinate Organization J/AMETL tasks are selected to support J/AMETL tasks and are utilized in determining training assessments. Subordinate Organizations can include Homeland Response Forces (HRFs), Chemical, Biological, Radiological, Nuclear Responses Force – Package (CERFP), Weapons of Mass Destruction Civil Support Team (WMD-CST).
