Job Requirements
- The jobholder should have a Diploma or discipline preference in Engineering or its equivalent.
- Minimum 5 years of experience in the related field, preferably in the oil & gas industry.
- Perform general procurement functions involving tendering, evaluation, award recommendations, and preparation of contractual documents.
- Proactive and close interaction with end-users to strategize and plan procurement requirements at the tender planning stage.
- Identify potential issues that could impact the procurement schedule and highlight them to users with proposed remedial solutions.
- Well-versed with PETRONAS upstream procurement procedures, policies, and guidelines to ensure full compliance in procurement activities.
- Computer literate; experience in Project Procurement System (e.g., PCIS) and familiarity with Microsoft Office software (Word, Excel). Knowledge of MAXIMO is an advantage.
- Knowledge of PETRONAS procurement policy and fluency in English, both written and spoken.
- Liaise with relevant authorities, facilitate reviews, including presentations to secure timely approval of tender packages.
- Develop expertise in various commodities/services, stay updated with market conditions affecting services or material prices, analyze tender information, and develop benchmarks for comparison.
- Continuously seek cost-saving opportunities, including conducting negotiations with bidders when required.
- Provide coaching to buyers.
