The Job Developer will implement industry-standard employer engagement strategies, such as employer and business roundtables, sector-based advisory groups, sector-based hiring fairs, and engagements, and implement innovative training to hire pipelines. The role includes developing new employer and business engagement strategies, including employer incentives and corporate engagement opportunities. The Job Developer will collaborate with CRCD’s Workforce Development Department to place job-ready participants from CRCD’s Eco-System in meaningful career opportunities with employer partners. The role requires a coordinated, client/employer-focused approach that positively impacts the jobseeker, employer, organization, and community at-large. The Job Developer will coordinate with all WDD staff and CRCD departments, as well as external partners/employers, to ensure effective services and delivery. The position supports the organization’s 5-year strategic plan and aligns with management goals.

Essential Duties & Responsibilities

  • Develop and implement a comprehensive, sector-based business and employer engagement plan to identify, project and track high-growth industry sectors and career pathway opportunities in the region.
  • Implement strategic employer engagement efforts to meet the workforce needs of local employers in key high-growth sectors.
  • Develop and secure exclusive training-to-employment and direct hire agreements with local employers.
  • Develop and maintain a diverse pipeline of living-wage employment opportunities for job seekers.
  • Conduct regular research and produce actionable briefs/presentations for CRCD’s Workforce Development Department on regional sectors and industry trends.
  • Educate employers on on-the-job training agreements and tax-beneficial employment programs.
  • Implement standard employer engagement strategies and develop new engagement initiatives, including incentives.
  • Provide jobseekers with career planning, job-readiness training, placement support, and follow-up up to one year after exit.
  • Track and organize job-readiness training, placements, retention, and follow-up in CalJOBS/Salesforce and internal tracking sheets.
  • Implement placement strategies weekly, including direct placements, OJT, job fairs, and employer referrals.
  • Develop and maintain relationships with employers in high-growth industries and coordinate placements to meet workforce needs.
  • Maintain and organize employer files and participant data in internal systems (e.g., Salesforce, CalJOBS).
  • Post job leads and recruitment events for CRCD’s ecosystem and external partners.
  • Prepare weekly/monthly/quarterly reports on placement progress and outcomes.
  • Follow the Integrated Service Delivery model and collaborate with direct service staff to ensure smooth transitions from training to employment services.
  • Be flexible with work schedules to accommodate employer activities, including evenings and weekends as needed.
  • Co-locate at partner or CRCD locations as needed and maintain professional boundaries with all participants and staff.
  • Address participant concerns professionally and escalate as needed.
  • Participate in WDD planning, including the 5-Year Strategic Plan, and uphold CRCD’s mission at events.

Requirements

  • Bachelor’s degree in a related field, or a minimum of four years of related experience without formal education
  • At least 2–4 years’ experience in job development, staffing, or business services in non-profit or for-profit settings

  • Ability to manage multiple projects, meet KPIs and deadlines
  • Reliable, flexible team player with strong work ethic and ability to work with minimal supervision
  • Knowledge of community resources and services
