Job summary

CHP Health in Monterey County is seeking a Jail-Based Competency Treatment (JBCT) and Early Access to Stabilization Services Program Director. The role is onsite at the Monterey County Jail with CA clinical licensure required, reporting to the Director of Forensic Mental Health Programs.

The director will oversee JBCT and EASS programs, coordinate with DSH, MSO, and CHP, supervise staff, ensure policy-aligned service delivery, and present CQI reports while maintaining court and stakeholder

Qualifications

  • Master's degree in social work, psychology, marriage and family therapy, counseling, or related behavioral health field.
  • Active independent clinical licensure in California (LCSW, LMFT, LPCC, PsyD, PhD).
  • Experience in correctional mental health or acute behavioral health settings.
  • Minimum 1 year of clinical leadership with direct accountability for operations and staff.
  • Ability to obtain and maintain jail clearance.
  • Willingness to work within a jail setting (onsite only).

Position Summary

CHP has an exciting opportunity for a Jail-Based Competency Treatment (JBCT) and Early Access to Stabilization Services Program Director position at the Monterey County Jail. The ideal candidate has competency restoration treatment, correctional healthcare or acute behavioral health direct practice experience and behavioral health program management or lead clinician experience. The position is onsite at the Monterey County Jail (NO OPTION for remote work). Current CA clinical licensure in good standing required. This role reports to the Director of Forensic Mental Health Programs.


Essential Duties & Responsibilities

Clinical & Operational Oversight of the JBCT and EASS Programs


  • Operational and clinical oversight of an 11-patient co-ed jail-based competency restoration treatment program for incarcerated persons facing felony charges who have been found incompetent to stand trial for mental health reasons and are court ordered to treatment

  • Operational and clinical oversight of an early access to stabilization services program with average census of 1-3 patients for incarcerated men and women facing felony charges who have been found incompetent to stand trial for mental health reasons and are court ordered to treatment

  • Manage all program personnel with the support of the Director of Forensic Mental Health Programs

  • Liaise with CA Department of State Hospital (DSH), Monterey Sheriff’s Office (MSO) and CHP corporate

  • Coordinate with site-specific foundational program leads (HSA, DON, charge nurse, etc.)

  • Ensure provision of services align with DSH, CHP and MSO policies and procedures and professional practice standards

  • Communicate any discrepancies to the Director of Forensic Mental Health Programs

  • Facilitate clinical supervision of pre-licensed clinicians as indicated

  • Ensure timely and thorough completion of court reporting, DSH JBCT and EASS app updates, DSH and CHP incident reporting

  • Run outcome reports and be able to present for CQI purposes as needed

  • Assist with recruitment and hiring of new program staff, communicate vacancies to DSH and CHP

  • Promote positive program culture aligned with CHP values with attention to staff retention of high performers

  • Address staffing issues of under performers, training concerns, and any corrosive staffing trends

  • Meet weekly with Director of Forensic Programs to communicate operational and clinical needs of the programs, and troubleshoot any barriers

  • Communicate any program resource deficits to the Director of Forensic Programs

  • Maintain positive working relationships with the local courts and other stakeholders

  • Familiarity with and ability to perform (within scope) or back-fill all program roles as needed

  • Direct practice components (individual and group psychotherapy and psycho education, treatment planning, risk assessment and management)


Minimum Requirements


  • Master's degree in social work, psychology, marriage and family therapy, counseling, or related behavioral health field

  • Active independent clinical licensure (LCSW, LMFT, LPCC, PsyD, PhD) in the state of California

  • Experience working as part of a multidisciplinary team

  • Knowledge of evidence-based practices for the management of psychiatric disorders, especially serious mental illnesses and neurocognitive disorders

  • Minimum 1 year of direct practice experience in correctional mental health or acute behavioral health setting

  • Minimum 1 year of clinical leadership experience including direct accountability for clinical operations, staff management, and contractual compliance

  • Demonstrated working relationships with stakeholders

  • Ability to obtain and maintain jail clearance

  • Willingness to work within the jail setting (this position is NOT REMOTE)


Preferred Requirements


  • Prior experience working in a competency restoration setting (jail-based, community or DSH)

  • Prior experience working with sworn staff (aka correctional officers)

  • Working knowledge of the legal framework for competency restoration in CA

  • Working knowledge of CA involuntary psychotropic medication laws

  • Working knowledge of NCCHC Mental Health standards

  • Experience recruiting, hiring, training and supporting program staff

  • Experience acting as a clinical or programmatic lead

  • Experience triaging and spearheading management of crises for acute psychiatric conditions

  • Experience with behavior modification strategies

  • Approved clinical supervisor under the CA BBS (or able to obtain)

  • Familiarity with CorEMR, TechCare, Sapphire, or other correctional EMR platforms


Scope Clarification

This is a single-site Program Director role. The director oversees the Monterey JBCT and EASS program's day-to-day operations.


Compensation

The annual salary for this role is $130,000-$145,000 per year.
