Job summary

Innosoft is seeking a senior Java Full Stack developer to design, build, and maintain data-driven web applications for the Maryland Benefits platform in Linthicum Heights, MD. You will work on Java, Node.js, and Angular stacks, integrate with BI tools, and deliver RESTful services in a cloud environment.

Project Overview:

Innosoft is the primecontractor for MD Benefits (formerly MD THINK), supporting the management,design, development, testing, and implementation of this strategic InformationTechnology (IT) program. Maryland Benefits is seeking an agile developmentresource team with required skill sets to build and/or maintain the MarylandBenefits infrastructure/platform, applications development, data repositories,reports and dashboards and support activities related to network services andsystem oper ations.

The Shared DataPlatform (SDP) is designed as a cloud-based, data-centric infrastructure tosupport scalable, flexible, and integrated data operations. It empowersself-service and accelerates data-driven decision-making across the enterprise.Key strategic goals include establishing a mature data infrastructure thatbalances analytics and business intelligence, enabling iterative learning andactionable insights, and fostering a "Data Center of Excellence"(DCoE) to govern and enhance data-driven processes. The SDP also prioritizesthe delivery of trusted information and the streamlined onboarding of StateAgencies to the Maryland Benefits platform through standardized procedures,ultimately driving operational efficiency and measurable business value. The"Data Platform - Automation" team plays a critical role in achievingthese goals by supporting the "Data Platform - Engineering" team.

Duties/Responsibilities:

The JavaFull Stack developer shall utilize IT equipment and languages (third- andfourth-generation or current state-of-the-art) to develop and preparediagrammatic plans to solve business, management, communications, and strategicproblems. This individual shall design detailed programs, flowcharts, anddiagrams showing mathematical computations and sequence of machine operationsnecessary to copy and process data and print results. This individual shallverify the accuracy and completeness of programs and systems by preparingsample representative data and perform testing by means of cycle and systemprocessing.

• Design, develop, and optimize web applicationsand services using Java, Node.js, and Angular technologies
• Designed and developed user interfaces usingAngular and integrated them with business intelligence tools such as Qlik,QuickSight, Power BI, etc.
• Design and develop the RESTFul web services byintegrating them with the MDM application
• Implement responsive design to ensureapplications perform well on various device screens, such as Web, Mobile, andTablet
• Utilize and integrate data from variousback-ends, NoSQL databases, and AWS cloud services;
• Design and develop Lambda Web Services, AWScloud application environment, and technology stack
• Make complex technical and design decisions forAngular projects
• Develop application codes and unit tests inAngular, Java Technologies, and Rest Web Services
• Please ensure the application ishigh-performance and provide support to address performance issues
• Collaborate with quality assurance teams toidentify and resolve defects
• Follow automated continuous delivery anddeployment practices

Requirements

Education:

Thisposition requires a Bachelor’s degree from an accredited college or universitywith a major in computer science, information systems, engineering, business,or a related scientific or technical discipline; or three (3) years ofequivalent experience in a related field. (Note: A Master’s degree ispreferred.)

General Experience:

Theproposed candidate must have at least eight (8) years of programming experiencein software development or maintenance.

• Experience working in AWS or a cloud computingenvironment
• Experience with frameworks such as Node.js andReact
• Experience building RESTful web services usingWeb API
• Experience working with relational databases andNoSQL databases like MongoDB and DocumentDB
• Experience in service OrientedArchitecture/Service integration with Web Services, EJB, REST, and securityintegration
• Proven experience developing and supportingenterprise-level, multi-tenant applications related to document and contentmanagement.
• Proven experience working with various tools andtechnologies supporting content OCR, metadata indexing, and search.
• Experience with large-scale metadata anddocument migration projects.
• Experience with performance-tuning applicationfunctionalities, document uploads, and searches.
• Experience collaborating with and supportingtest engineers in writing and executing performance tests for variousfunctionalities using testing tools like Selenium, Jmeter, etc.
• Strong working knowledge of Querying andScripting using DocumentDB/MongoDB NoSQL Databases.
• Must know Spring Component and Spring Framework.
• Experience in building distributed multi-tierapplications

Specialized Experience:

Theproposed candidate must have at least five (5) years of experience in ITsystems analysis and programming including the following:

• Key qualifications include strong projectmanagement skills, leadership abilities, effective communication, and thecapacity to identify and resolve issues while adapting to changingcircumstances. Significant experience collaborating with cross-functionalteams, product owners, and stakeholders is essential.
• Preferred qualifications include a technicalbackground and experience in data and AI/ML projects. Functional experiencewith local or government projects in Data Services (MDM/R360/EDMS), ChildSupport, Integrated Eligibility, Child Welfare, Adult Protective Services,Juvenile Justice, or Health and Human Services is also preferred.
