Job summary

V Group Inc. in Albany, NY is seeking a Java Architect to lead the design and development of enterprise-grade applications for the NYS Tax Modernization program, focusing on J2EE technologies, IBM DB2, and WebSphere.

This 30-month contract role requires hands-on leadership, experience with EJB/JDBC/JSP/XML, and collaboration with ITS and DTF stakeholders; hybrid on-site in Albany, NY.

Qualifications

• 84 months experience with J2EE technologies including EJB, JDBC, JSP and XML.
• 84 months experience with Java programming in an IBM development environment using RAD as IDE deployed to WebSphere Application Server (WAS).
• 84 months of IBM DB2 experience with XML schemas (definition, querying and automated generation).
• 60 months experience in performance tuning applications interacting with databases.
• 60 months of IBM MQSeries experience.
• 60 months experience with an organization which includes technical design, development, maintenance and end user support of system.

Responsibilities

• Obtain business requirements to develop automated applications which meet business priorities.
• Provide lead programming duties for tax related applications.
• Develop and mentor staff using J2EE technologies including J2EE, Spring, JSON, JavaScript and JDBC.
• Develop and review detailed documentation for system and program change requirements including detail specifications documents.
• Assist and provide guidance through all phases of the project management life cycle.
• Develop unit test plans based on coding changes and user specifications; conduct unit testing and debugging of all code changes in the development environment.
• Coordinate the migration of all code changes from development to user test environment.
• Assist team members using distributed technologies including Java, DB2, XML and XQuery; ensure staff training and mentoring.
• Provide support for defects and issues; address promptly based on priority.
• Facilitate and participate in meetings with ITS and DTF customers.
• Communicate with DTF management, ITS management and team members.

Scope of Project

This position will be in support of the NYS Tax Modernization Program. This program will encompass multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance, which is responsible for billions in state revenue. Some of the major areas under modernization include:

• Collections and Accounts Receivable
• Taxpayer Accounting
• Withholding Tax Returns Processing

Responsibilities

Specific duties include but are not limited to:

• Obtain business requirements to develop automated applications which meet business priorities.
