Position Description – What The Role Entails

The Program Manager oversees daily operations of the Immigrant Welcome Center (IWC) in Kankakee County, providing leadership, guidance, and support to on‑site Case Managers and Outreach Workers. The position is grant‑funded and continued employment is contingent upon grant renewal.

Responsibilities
  • Support the IWC team by conducting client intake, engaging in outreach with community stakeholders, and collaborating with the IWC Associate Director to collect, review, and analyze data for program quality.
  • Make data‑driven decisions at the site level, prepare reports for the Associate Director, and contribute to IDHS compliance reporting.

Areas Of Accountability – What You Will Be Doing
  • Oversee daily operations of the IWC in Kankakee, managing workflow, outcomes, and performance of Case Managers and Outreach Workers.
  • Maintain communication and collaboration with Community Alliance partners; assist in organizing and facilitating monthly Alliance meetings.
  • Monitor and evaluate program benchmarks (public benefits enrollment, referrals, counseling services, etc.) and use data to inform evidence‑based practices in partnership with the Program Director.
  • Collect, analyze, and report program data for internal tracking and grant requirements; prepare monthly, quarterly, and annual reports.
  • Ensure accurate client data in Charity Tracker and promote linguistic and cultural competence across all services.
  • Conduct outreach and build relationships with referral sources and community partners to provide holistic services.
  • Coordinate and facilitate monthly group meetings for program participants and ensure availability of program resources.
  • Attend departmental meetings, conferences, coalitions, and professional development trainings as required.
  • Support leadership with data and information for presentations and strategic initiatives.
  • Participate in regular supervision with the Program Director and seek additional guidance as necessary.
  • Perform other duties as assigned.

Work Environment – What To Expect
  • The Program Manager must perform essential functions that include transporting charts, preparing spaces for group activities, and carrying bags or boxes of material for events. Reasonable accommodations will be provided to enable individuals with disabilities to fulfill these responsibilities.
  • The work environment involves typical conditions of the position, occasional travel to other agency locations, frequent local and in‑state travel, and occasional out‑of‑state travel for training and professional development.

  • Fluency in Spanish; bilingual candidates strongly preferred.
  • Ability to work effectively with peers, individual clients, and groups.
  • Strong desire and willingness to learn new skills.
  • Knowledge of community resources and social service agencies.
  • Proficiency in maintaining accurate records and completing required documentation.
Position Qualifications – What Is Required To Perform The Role
  • Bachelor’s degree in human services or a related field strongly preferred.
  • Professional certification highly recommended (CADC, LSW, LCSW, LPC, or LCPC).
  • 3–5 years of experience in prevention or community education.
  • 1–2 years of experience in coalition building.
  • 2–3 years of supervisory experience.
