Job summary

CACI is seeking an IT Transformation Program Manager to lead CIO transformation initiatives in the Washington, DC area. You will drive program and project delivery using Hybrid Waterfall/SAFe Agile, PMI, and OCM methodologies while aligning with CIO strategy and modernization roadmaps.

The role requires senior-level Federal contract management experience, DHS EOD clearance, PMP and ITIL, and strong executive communication.

Qualifications

• Ability to obtain/maintain DHS EOD clearance (Active EOD preferred).
• BA/BS or equivalent with 15 years in federal contract program management.
• 15 years supervisory/management experience in IT/infrastructure operations.
• Expertise in PMI-based program/project management, SAFe Agile, and hybrid methodologies.
• Proficiency with capability assessments, maturity models, gap analyses, and improvement frameworks.
• Understanding of AI governance, onboarding, and responsible AI frameworks.
• Knowledge of ITSM workflows, field support operations, and knowledge management modernization.
• Strong understanding of Agile/DevSecOps software development practices and metrics.
• Familiarity with network/endpoint assessment processes and consolidation strategies.
• Excellent executive communication, stakeholder engagement, and transformation advocacy skills.
• Demonstrated expertise and experience in overseeing multi-million dollar federal IT contracts including cost control and forecasting.
• PMP certification
• ITIL Foundation certification (or must obtain within first 6 months)
• Proven communicator and leader.

Responsibilities

• Support in the day-to-day management of the task order and develop long-term objectives to satisfy customer requirements.
• Lead transition support for CIO transformation initiatives, ensuring standard, repeatable program and project delivery.

• Establish AI governance charter and operating framework, AI strategy and roadmap.
• Oversee project planning, governance, progress tracking, risk mitigation, and reporting.
• Ensure alignment between project execution, CIO goals, and modernization roadmaps.
• Develop and maintain strategic relationships with government stakeholders.
• Facilitate regular communication with government stakeholders to foster trust and collaboration.
• Conduct capability maturity assessments across CIO functions.
• Deliver prioritized recommendations to improve CIO operational effectiveness.
• Develop high-impact improvement roadmaps and track adoption.
• Lead creation of CIO transformation playbooks covering OCM, governance, communication, adoption metrics, and guidance.
• Deliver multi-channel training and communications promoting CIO capabilities and empowerment.
• Stand up the Product Manager function within CIO with governance, KPIs, and lifecycle processes.
• Accountable for meeting contractual performance criteria and due dates.
• Identify new business opportunities within contract scope.
• Support ROMs, pricing, and technical proposals.
• Handle multiple tasks in a fast-paced environment.

Qualifications

Required

• Ability to obtain/maintain a DHS EOD Suitability Clearance (Active EOD preferred)
• BA/BS or equivalent and 15 years in a related field with supervisory or management experience in federal contract program management with enterprise IT, infrastructure engineering and operations, to include at least 2 years managing a contract with more than 75 FTE
• Expertise in PMI based program/project management, SAFe Agile, and hybrid methodologies.
• Proficiency with capability assessments, maturity models, gap analyses, and improvement frameworks.
• Understanding of AI governance, AI onboarding, and responsible AI frameworks.
• Knowledge of ITSM workflows, field support operations, and knowledge management modernization.
• Strong understanding of Agile/DevSecOps software development practices and metrics.
• Familiarity with network/endpoint assessment processes and consolidation strategies.

The proposed salary range for this position is:

$95,500-$210,100
