Job description

This position is located within the Office of the Chief Technology Officer (OCTO) and serves under the Chief Data Officer (CDO) in the Enterprise Data program. OCTO's mission is to direct the strategy, deployment, and management of DC Government technology with an unwavering commitment to IT excellence, efficiency, and value for government, residents, businesses, and visitors. The position functions as an Information Technology Specialist who serves as a data governance analyst responsible for creating and maintaining frameworks, policies, and processes for District agencies related to data governance. This includes working with DC Government agencies to solve data governance challenges, analyzing business processes and workflows, and recommending strategic solutions. The role will support citywide efforts to support data related to management, maturity, cataloging, standards, life cycle, literacy, security, privacy, and strategic direction.

Duties and Responsibilities

Develops and implements data governance initiatives in support of improving the use of high-quality data across DC Government. Analyzes and suggests improvements to data governance processes and systems. Monitors and assesses compliance with data governance policies including the DC Data Policy and related policies for Artificial Intelligence (AI) and Machine Learning (ML). Collaborates with agencies for new projects and systems to provide guidance and feedback on implementing data governance processes and workflows. Documents and develops data governance metrics with analytic outputs. Identifies technology products and solutions to assist with data governance including data management, cataloging, classification, quality, and lineage. Gathers project requirements from internal and external customers to provide data governance principles, supporting technology, and implementation models. Assists in drafting, executing, and monitoring data sharing agreements between district agencies. Works with agencies to ensure data integrity and accuracy across systems and suggests corrective strategies when needed. Provides guidance and training to ensure users understand and adhere to data governance processes. Develops required documents, workflow diagrams, and other process documents to capture business and technical functions. Provides informed decision making on data governance strategy and policy direction based on industry best practices and other jurisdictions implementations. Assists with organizing and running committees and working groups focused on data governance. Researches and compiles District regulations that guide and affect the ability to share data across government. Engages and coordinates with other jurisdictions and organizations on information-sharing related to data governance and strategy for the public sector. Performs other related duties as assigned.

Qualifications and Education

Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-13 grade level, or its non-District equivalent, gained from public or private sector. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and is directly related to IT Specialist (Senior Developer) work.

The applicant must possess extensive knowledge in concepts related to governance including data management, storage, record linkage, and analysis; data management frameworks and data maturity models. Experience working with diverse stakeholder groups to create collaboration and buy-in to implementation of data management standards, policies, and best practices. Experience implementing enterprise data governance tools and systems. Experience creating technical and functional business processes. Experience creating Key Performance Indicators (KPIs) and metrics associated with data initiatives to measure performance and progress related to data governance.

Essential/Emergency Designation:

This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Requirement:

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Residency Preference:

When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona‑fide District residency for the seven‑year (7-year) period will result in forfeiture of employment.
