Job summary

The United States Patent and Trademark Office (USPTO) in Alexandria, VA is seeking a qualified IT professional to support the Office of the Chief Financial Officer's Financial Management Systems. You will work within a government framework to develop and secure IT solutions in an Agile setting.

Job description

This position is located at the U.S. Patent and Trademark Office (USPTO) in the Office of the Chief Financial Officer (OCFO), Office of Financial Management Systems (OFMS). The primary mission of the USPTO is to build for the future and promote U.S. competitiveness in the global marketplace by protecting and strengthening intellectual property rights worldwide. The OCFO supports this mission in the areas of procurement, corporate planning, and finance.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience

Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to the next lower grade in the Federal service: For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes:

• Experience leading and supporting the development of new or existing IT systems with experience in Agile and DevSecOPs methodologies.
• Experience leading the operation and maintenance of IT systems including enforcing security policies, principles, and standards, implementing defense-in-depth protections, and supporting continuous monitoring and Assessment and authorization (A&A) activities using NIST Risk Management Framework
• Experience identifying and documenting solutions to information security problems/issues and recommending changes to prevent recurrences.
• Experience building service-oriented web applications and APIs in Agile environments - Angular, Spring Boot; Java, TypeScript, Node.js; REST/SOAP; AWS/PaaS.
• Experience in object-oriented development with DBs (DB2, SQL, MongoDB, PostgreSQL) and CI/CD pipelines for modern delivery.
