Job Title: IT Project Program Manager (HYBRID)

Job Description:
The client is seeking an experienced IT Project Program Manager with in-depth knowledge of public health to lead an IT data modernization and transformation effort. This leadership role involves working with multiple stakeholders, project teams, divisions, departments, and vendors to strategize and develop a roadmap supporting data modernization objectives. The position requires interaction with all staff levels, including senior executives, and managing project activities and documentation according to client and PMBOK guidelines.
Responsibilities include but are not limited to:
- Work closely with program sponsors, project managers, and stakeholders to prioritize initiatives.
- Establish and implement governance models for data modernization programs.
- Collaborate with business and IT leaders to develop modernization roadmaps.
- Determine data needs and support activities for dashboard and visualization development.
- Develop business cases and cost-benefit analyses for initiatives.
- Manage project schedules, budgets, and vendor engagements.
- Develop Statements of Work (SOW) and Requests for Proposal (RFP).
- Manage scope, resources, timelines, and quality to meet project goals.
- Identify risks and opportunities across projects.
- Develop and maintain project documentation and reports for senior management.
Required Skills:
- Proven ability to lead data modernization and management strategies.
- Extensive experience managing large, complex technology projects.
- Knowledge of modern data architectures including data lakes and warehouses.
- Experience with cloud-based and on-site database solutions.
- Strong leadership, negotiation, and communication skills.
- Proficiency with project management tools and methodologies like Agile, Scrum, Kanban.
- Excellent strategic planning and stakeholder communication skills.
Preferred Qualifications:
- PMP/PgMP and PMI-ACP certifications.
- Experience with public health data projects and statewide IT implementations.
- Knowledge of modern data architectures and cross-functional team management.
