Job description

Alvion is working with the Richmond International Airport to hire an IT Project Manager & Business Analyst.

Richmond International Airport is seeking an IT Project Manager & Business Analyst to serve as a practical link between airport operations and the Information Technology team. This position will help move technology initiatives from initial business need and feasibility through requirements, vendor coordination, implementation, testing, and operational handoff.

This is a hands‑on project delivery role in a lean IT environment. The successful candidate will combine project management and business analysis skills with enough technical fluency to work effectively with engineers, vendors, and operational stakeholders without being expected to perform the underlying engineering work.

Projects may span Airside and Landside operations, Security, enterprise applications, infrastructure, CCTV, wireless and Wi‑Fi, flight information systems, integrations, and other technologies that support airport operations and the passenger experience.

What You’ll Do

• Lead capital and operational IT projects from planning and requirements through implementation and operational handoff.
• Develop practical project plans, schedules, milestones, status updates, risk and issue tracking, and action items appropriate to each project.
• Select and apply Agile, Waterfall, or blended project approaches based on the needs of the initiative.
• Track scope, schedule, budget, dependencies, decisions, and project changes while identifying blockers and escalating issues when needed.
• Work with airport departments and operational stakeholders to understand business needs and translate them into clear functional and technical requirements.
• Document current and future workflows, system interactions, acceptance criteria, and key handoffs needed to support solution design, testing, and implementation.
• Identify opportunities to use technology to reduce manual work, improve resource allocation, and enhance the passenger and employee experience.
• Coordinate user testing and acceptance activities to ensure delivered solutions meet agreed requirements before implementation.
• Manage day‑to‑day coordination with aviation and technology vendors, implementation partners, consultants, and service providers.
• Support RFI and RFP activities by helping develop requirements, technical questions, evaluation criteria, and demonstration scenarios.
• Track vendor commitments, deliverables, service levels, and issues that could affect project scope, schedule, or performance.
• Prepare clear status updates, recommendations, and decision materials for both technical and non‑technical audiences.

What We’re Looking For

• 3–5 years of professional experience in IT project management, technology implementation, technical business analysis, or a closely related role.
• Prior experience in an airport, specifically with understanding of Part 139 which sets the safety, operational, and emergency rules that airports must follow to get an Airport Operating Certificate.
• Experience coordinating technology projects across technical teams, business stakeholders, and vendors from requirements through implementation and handoff.
• Working knowledge of project planning, scheduling, budgeting, resource coordination, risk and issue management, and project delivery.
• Ability to gather and document requirements, analyze workflows, define acceptance criteria, evaluate solution options, and translate business needs into actionable technical specifications.
• Sufficient technical fluency to work credibly with engineers and vendors across infrastructure, cloud, cybersecurity, enterprise applications, APIs, and integrations.
• Strong written and verbal communication skills, including the ability to explain technical constraints, project risks, and decisions to non‑technical stakeholders.
• Strong critical‑thinking and decision‑making skills, with the ability to evaluate alternatives and recommend practical approaches to project and operational challenges.

Preferred Experience

Experience in one or more of the following areas is beneficial:

• PMP or CAPM certification
• Airport, transportation, critical‑infrastructure, heavy industrial, or other secure and operationally sensitive environments
• Common‑use passenger processing systems or baggage handling systems
• GIS used for airport, facility, or infrastructure mapping
• Working alongside construction teams and architecture/engineering firms on renovations, facility upgrades, or capital projects
• Airport or transportation technologies such as FIDS, access control, CCTV, wireless infrastructure, parking systems, or facilities technology

Airport, transportation hub, or heavy industrial experience is highly preferred but is not required for candidates who bring strong, transferable IT project delivery and business analysis experience.

Additional Information

This is a full‑time position based at Richmond International Airport in Richmond, Virginia. The role reports to the Director of IT & Innovation.
