Arizona Department of Environmental Quality (ADEQ) seeks an IT Project Manager for the IT PMO in Phoenix. The role plans, manages, and implements small to medium projects using repeatable standards, coordinating cross-functional teams and vendor activities.

The position supports PIJ and SSP efforts and requires highly organized, proactive problem-solving in a dynamic government environment. The role is available full-time within Arizona, with flexible remote arrangements.

Qualifications

  • Bachelor's degree plus 3 or more years of experience in project coordination and management (or equivalent experience).
  • Certified Associate in Project Management (CAPM) is preferred.
  • Knowledge of PMBOK principles and best practices.

Responsibilities

  • Manages small to medium projects by planning and implementing using repeatable standards and practices.
  • Facilitates definition of missions, goals, tasks, and resource requirements; manages budget and resources.
  • Resolves conflicts and monitors progress; identifies, mitigates, and reports risks.
  • Assists with Project Justification (PIJ) and System Security Plan (SSP) submission as required.
  • Coordinates service levels and customer requirements; participates in design and testing phases.

Job Summary:

We are seeking a detail-oriented and collaborative Project Manager to join our team and drive successful project execution. This position will plan, manage, and implement small to medium sized projects utilizing repeatable project management standards and practices. This position works cross functionally to analyze risks, create and maintain project artifacts, manages timelines, deadlines and reporting. In addition, this position coordinates and communicates vendor activities and assists in the Project Justification (PIJ) and System Security Plan (SSP) as required in projects. The ideal candidate is a highly organized, proactive problem-solver who thrives in a dynamic environment.

This position is available for full-time basis within Arizona (including virtual office arrangements).

Job Duties:
  • Manages small to medium-sized projects; leads planning and/or implementation of projects; manages projects based on repeatable standards and practices where possible, but also may require defining new approaches.
  • Facilitates the definition of project missions, goals, tasks, and resource requirements; manages project budget and resource allocation; works cross-functionally to solve problems and implement changes.
  • Resolves or assists in the resolution of conflicts within and between projects or functional areas; monitors project or area progress and escalates as appropriate; proactively and routinely identifies, mitigates and reports project risks.
  • Assists with developing and submitting the Project Justification (PIJ); coordinates and assists with submitting the System Security Plan (SSP) as required in projects.
  • Coordinates the definition of service levels and customer requirements; participates in the design and testing phases.
  • Other duties as assigned as related to the position (typically 5% - 10%)
Knowledge, Skills & Abilities (KSAs):

Knowledge

  • Comprehensive knowledge of theoretical and practical project management, with specific proficiency in PMBOK principles.
  • An understanding of state government structures and the specific statutes, rules, and regulations as they pertain to the Department and section.
  • Fluent in internal methodologies, tools, and procedures, including adherence to confidentiality protocols.
  • Proficient in researching and compiling complex information.
  • Proficiency of Microsoft Office and G-Suite/Google Workspace.

Skills

  • Proficient in managing complex projects and utilizing effective time-management strategies to meet objectives.
  • Strong verbal and written communication skills with a proven ability to interact effectively with diverse with a wide range of internal and external customers.
  • Skilled in fact-finding, information gathering, and performing detailed statistical and abstract analyses.
  • Dedicated to providing high-quality service and maintaining professional relationships across all levels of an organization.

Abilities

  • Proven ability to develop technical documentation and lead teams in designing client-focused solutions.
  • Highly organized and analytical professional who works independently with minimal supervision to complete tasks with accuracy.
  • Prioritize multiple tasks and managing shifting priorities to meet strict deadlines under pressure.
  • Respond to inquiries with tact and timely information while maintaining transparent reporting on work status and issues.
  • A dedicated team player who establishes positive working relationships with agency staff, the public, and cross-functional divisions.
  • Demonstrate sound judgment, personal initiative, and proactive problem-solving.
Selective Preference(s):
  • Bachelor's degree plus 3 or more years of experience in project coordination and management (or equivalent experience).
  • Certified Associate in Project Management (CAPM) is preferred.
