Softek is recruiting for a program supporting the Department of Homeland Security, Cybersecurity and Infrastructure Security Agency (DHS/CISA). The program delivers AI-enabled analytics, cloud data engineering, and secure application development on CISA's AWS and Databricks platforms in support of the agency's critical-infrastructure risk mission.

Work is Agile, with results demonstrated to Government stakeholders every sprint. This position is on-site at CISA offices in Arlington, VA.

Qualifications

• Five+ years of IT project management experience, including DHS program exposure.
• Degree in management, engineering, CS, or information systems, or 10 extra years of experience in lieu of a degree.
• Experience applying Agile methods and delivering cloud or legacy modernization projects with API integration and microservices.
• PMP, CSM, or ITIL certification.
• Available to the Government by phone 9:00 AM–5:00 PM ET, Mon–Fri, with 24-hour response to issues.

Responsibilities

• Serve as the single point of contact for the Government Contracting Officer and COR, with accountability for all work on the program; the second Program Manager leads one of the two projects.
• Lead planning, schedule, cost, risk, and quality management; produce the Program Management Plan, transition plans, weekly and monthly status and financial reports, and executive briefings.
• Run Agile delivery cadences across development, data, and operations teams, including backlog management, sprint planning, and stakeholder demonstrations.
• Coordinate security onboarding, SELC/EA/CPIC governance reviews, and platform release dependencies with the agency OCIO.
• Maintain the program repository, deliverable tracking, risk/issue/action log, and decision logs.

Required Qualifications

• Five or more years of IT project management experience, including direct experience leading IT programs at DHS.
• Bachelor's or master's degree in management, engineering, computer science, or information systems, or ten additional years of experience in lieu of a degree.
• Experience applying Agile methods and delivering cloud or legacy modernization projects involving API integration and microservices.
• PMP, Certified Scrum Master, or ITIL certification.
• Available to the Government by phone 9:00 AM–5:00 PM ET, Monday–Friday, with 24-hour response to issues.

Preferred Qualifications

• Experience managing AWS or Databricks programs and AI/ML delivery.
• Experience managing task orders under a GSA or agency BPA.
