The Virginia Department of Transportation (VDOT) is seeking a senior, experienced IT Program Manager to join the Project & Product Delivery portfolio to manage project delivery in our Information Technology Division (ITD). This role is responsible for overseeing project managers to ensure accountability and effective execution of both Waterfall and Agile methodologies. The individual will work closely with cross-functional teams and business stakeholders to drive project delivery and promote continuous improvement, ensuring successful outcomes. They will manage work across assigned programs to ensure consistent and timely delivery, allocate resources for planning and execution, and track progress against the critical path. The role includes defining and monitoring program control points and leveraging expertise in Microsoft Project Online (POL. They will ensure initiatives comply with established policies and procedures, proactively identify risks and issues, and escalate them as needed to maintain program alignment. Additionally, they will mentor project managers in risk management, scope control, scheduling, and budgeting, while defining and tracking key performance indicators (KPIs) to measure program success.
The person in this role will supervise staff in delivering one or more specific ITD functions within a single IT Portfolio. ITD functions include but are not limited to: Project Management, Customer Relationship Management, Data Management, BI & Reporting, Enterprise and Solution Architecture, Application Development, Maintenance and Throughput, Security, Governance and Compliance, Service Desk, Incident, Release, Transition and Change Management, Asset Management, IT Operations, Availability and Capacity Management, Financial Management and Procurement.
Duties for the role include but are not limited to:
Oversee Initiatives – Oversee Information Technology initiatives for assigned program. Assign resources to project teams to complete deliverables.
Lead, Supervise and Develop Staff – Ensure the development, training and performance improvement of assigned ITD staff. Apply concepts, practices, and procedures of supervision and leadership in each assigned functional area.
IT Policy Compliance – Ensure compliance with VDOT and VITA policies, standards and guidelines governing IT computer systems.
Program Maintenance – Oversee work and staff in assigned program to ensure consistent process and quality standards are implemented.
Execute Program – Supervise staff supporting assigned ITD function(s). Responsibilities include supervision of staff in execution of day-to-day processes tied to the specific ITD function. Perform managerial and technical work ranging from simple to moderate difficulty. Interact with peer supervisors and the IT Portfolio Managers to meet customer needs.
Ensure Compliance – Provide compliance management and ensure that staff comply with required VITA, DHRM, VDOT, and ITD policies, processes and procedures.
Manage Programs and Projects – Plan, oversee and implement delivery of technology projects or services. Oversee staff assignments and priorities. Develop training plans for team members. Develop and implement procedures, processes and best practices. Provide strategic planning for program areas and recommend new technologies.
Strategic Management – Work with peers and subordinates to define strategic direction for assigned technology program. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.
Business Process Improvement – Identify business processes that may be improved with technology solutions. Create processes and tools to facilitate increased efficiencies.
Reporting – Provide status reports on project plans, timelines, schedules and progress updates. Participate in strategic planning for programs, projects or systems.
Improve Processes – Responsible for tracking operational metrics on assigned ITD functions. Apply those metrics to identify and improve function specific processes.
