Job Title: IT Product Specialist

Location: Fairfield, CA

Job Description Department Overview: The IT Operations Tools Team manages IT Operations Support Systems (OSS), also known as the Telecom Network Portal (TNP). This platform serves as a system of authority for telecom and IP network planning and design- including connections, devices, and locations. It also supports inside-plant management, power management, and change impact analysis.

Position Summary: The IT Product Specialist acts as the Network Planning and Design (NPD) Expert for telecom/IP network digital designs and records. In this role, you will serve as the gatekeeper for all telecom/IP network planned and designed work completed within TNP. You will review engineering work completed in the Network Resource Process (NRP) to ensure that bothand contractor engineer and design drafters accurately document, update, and maintain network and telecom design information using best practices.

This position is responsible for technical engagement, process oversight, design-quality enforcement, hands-on network design support, and escalation to Engineering Supervisors when needed. You will collaborate closely with engineers, architects, technicians, drafters, project teams, and TNP Product Managers to ensure that all network elements- connections, devices, locations, functions, jurisdictions, and attributes- are complete, accurate, and synchronized across integrated systems.

The ideal candidate brings strong telecommunications and network infrastructure design knowledge and best practices enabling them to interpret designs, troubleshoot issues, validate engineering inputs, and maintain the integrity of NPD process.

Responsibilities

• Process, Engineering, and Data Governance Stewardship
• Serve as the primary gatekeeper of IT operations engineering for complete planning and design work, auditing Network Resource Process (NRP) submissions for accuracy and completeness.
• Provide hands‑on technical support to engineers, architects, drafters, and project stakeholders.
• Analyze clearance impacts, prepare circuits for updates, process post‑clearance changes, and communicate outcomes to responsible parties.
• Technical & Platform Responsibilities: Maintain relationship mapping for telecom assets.
• Develop and refine CI (Configuration Item) views, policies, and reporting.
• Advise technical and business teams on configuration management best practices.
• Assess discovery and reconciliation results for accurate data synchronization.
• Partner with IT Product Specialists on system health checks, maintenance, and production support activities.
• Collaboration & Support
• Consult with telecom engineers on designs; create connection paths from drawings, spreadsheets, and other documentation.
• Coordinate with network specialists to resolve design issues.
• Support telecom technicians by assisting with connection/circuit updates.
• Work with IT product specialists to understand new hardware terminology and system references.
• Mentor and train IT operations engineers, design drafters, and technicians.
• Participate in new initiatives and process improvements that enhance the platform or operational efficiency.

Qualifications: Minimum Requirements

• Associate degree in electrical engineering technology, telecommunications technology, digital design drafting, computer science, or related field; or equivalent experience.
• CompTIA Network certification
• 4 years supporting and administering enterprise tools in a NOC or IT Network & Telecom Operations environment.
• 1 year of experience with discovery or modeling operations support systems.

Desired Qualifications

• Knowledge of basic telecommunication / IP network technologies and best practices (Microwave, IP/Ethernet, SONET, DWDM, etc).
• Experience with ticketing systems (e.g., ServiceNow).
• Basic familiarity with Linux and Windows application support.
• Working knowledge of networks, telecom systems, and servers (Windows, Linux, Unix, AIX).
• Ability to read and interpret technical telecommunications drawings.
• Strong documentation skills with high attention to detail.
• Solid understanding of the role of Discovery within ITIL processes.
• Knowledge of networking/security protocols (SNMP, WMI, SSH, Telnet, JMX, SOAP, SQL/JDBC/ODBC, IPSec, etc)
• Experience working in utility or NERC-regulated environments.
• BA/BS degree or equivalent experience/certifications.
