The New York County District Attorney's Office (DANY) seeks an IT Procurement Manager to supervise IT procurements, draft RFPs and contract terms, and ensure compliance with City, State, and Federal regulations. The role supports the Procurement and Contract Management Unit in managing procurement activities from pre-solicitation to award.

  • Experience culling and analyzing large amounts of data from numerous sources.

Responsibilities

  • Provide supervision of staff working on IT procurements including advising on procurement strategies and reviewing and editing procurement documentation.
  • Draft clear and concise RFPs, CSB specifications, related scopes of work, contract documents and other solicitation documents in compliance with regulations.
  • Apply critical and strategic thinking to assist staff to meet project goals.
  • Regularly meet with essential staff to identify potential areas of specification improvements.
  • Develop and maintain reporting for all IT products.
  • Coordinate IT contract and procurement activities from pre-solicitation to award and registration with the NYC Comptroller’s Office.
  • Oversee investigations of vendor responsibility and performance.
  • Negotiate and draft contract terms and conditions that meet objectives within budget constraints.
  • Review specifications for consistency, clarity, completeness, accuracy, and regulatory compliance.
  • Draft and edit policies, procedures, memoranda, and other written materials as directed.
  • Provide technical expertise to contractors in contract development and beyond.
  • Provide corrective action to underperforming contractors as necessary.
  • Research technical materials and products for scope drafting.
  • Perform related tasks assigned by the Unit.

Job Description

The New York County District Attorney's Office (DANY) has an opening for an IT Procurement Manager in its Procurement and Contract Management Unit. In this position, the IT Procurement Manager is responsible for providing supervision to staff working on IT procurements, draft Requests for Proposals, bid documents, contract terms and conditions for the Office’s needs, in accordance with current City, State and Federal regulations.

Responsibilities
  • Provide supervision of staff working on IT procurements including advising on procurement strategies and reviewing and editing procurement documentation including EULAs and other terms and conditions as needed.
  • Draft clear and concise Requests for Proposals (RFPs), Competitive Sealed Bids (CSBs) specifications, related scopes of work, contract documents and other solicitation documents in compliance with City, State and Federal regulations.
  • Apply critical and strategic thinking to assist DANY staff to meet project goals.
  • Regularly meet with essential staff to identify potential areas of specification or scope of work improvements.
  • Develop and maintain reporting for all IT products.
  • Coordinate, plan, and implement IT contract and procurement activities from pre-solicitation to award and registration with the New York City Comptroller’s Office.
  • Oversee investigations of vendor responsibility and performance.
  • Negotiate and draft contract terms and conditions that meet the objectives of the Office, including adherence to performance goals, as well as budget constraints applicable to individual contracts.
  • Review specifications prepared in-house and by consultants or other City, State, and Federal agencies, for consistency, clarity, completeness, accuracy, and compliance with City policies and procedures.
  • Draft and edit policies, procedures, memoranda, and other written materials, as directed.
  • Provide technical expertise to contractors in the development stages of their contracts and beyond.
  • Provide technical assistance and corrective action to underperforming contractors as necessary.
  • Research technical materials and products for scope drafting.
  • Perform related tasks assigned by the Unit.
Preferred Qualifications/Skills

Hours/Shift
  • Monday - Friday from 9:00 am - 5:00 pm.
  • Telework is available two days per week.
Additional Information
  • Current office employees: To be eligible for a transfer or promotion, staff must have already served at least one (1) year in their current unit/bureau/department and be in good standing. In addition, must meet the minimum and additional qualifications of the position.
  • Authorization to work in the United States is required for this position.

Qualifications
  • Bachelor's degree from an accredited college;
  • Two (2) years of experience with Information Technology in the public sector; and,
  • One (1) year of supervisory experience in public enterprises.
