IT MANAGER

Lead Technology That Keeps Millcreek Moving

Millcreek Township is seeking an experienced IT Manager to lead technology planning, infrastructure, support, and security for the Township’s non-police departments. This role is ideal for a hands‑on IT professional who can support staff, guide technology decisions, and keep the systems and equipment behind Township services secure, reliable, and up to date.

The Role

The IT Manager plans, coordinates, and directs IT activities for the Township’s non-police departments. Reporting to the Director of Administration, you will work with Township leadership, department heads, employees, vendors, and Building Maintenance to identify needs and implement practical, cost‑effective technology solutions. This position combines infrastructure and systems administration with user support, cybersecurity, website administration, and technology planning.

Key Responsibilities
  • Manage and support the installation, configuration, maintenance, troubleshooting, and upgrades of servers, computers, operating systems, hardware, software, websites, peripherals, office equipment, and network infrastructure, including routers, switches, firewalls, Wi‑Fi, VPNs, TCP/IP, DNS, DHCP, and VLANs.
  • Evaluate infrastructure and systems to recommend practical, cost‑effective improvements for current and future needs.
  • Partner with employees and departments to define new technology requirements and smoothly support implementation.
  • Coordinate help desk operations, technical support, and comprehensive employee training.
  • Develop frameworks for IT architecture, security, disaster recovery, purchasing, budgeting, and responsible use of emerging tools like AI.
  • Negotiate and administer contracts and service agreements with external vendors and consultants.
  • Develop and manage a township-wide technology replacement plan, covering replacement cycles, equipment needs, budgeting, and timely deployment.
  • Maintain regular alignment with Township Supervisors, department heads, and staff regarding IT activities.
  • Administer technical site infrastructure (DNS, domains, user access) and coordinate website updates related to ADA compliance.
  • Manage user accounts, network permissions, and authentication across Microsoft Windows Server environments, Mac computers, Apple products, and Microsoft Office 365.
Qualifications
  • Associate degree in Computer Science, or equivalent education and experience.
  • Microsoft Office certification.
  • Ability to perform essential functions, a strong grasp of current IT applications and trends, and extensive application support experience.
  • Deep knowledge of applicable privacy practices/laws and the ability to research IT issues and products as needed.
  • Valid Pennsylvania Driver’s License required.
