Job summary

State of Maryland, Police Communications Support Division, is seeking an auditor to plan, direct, and evaluate METERS/NCIC audits of statewide records. The role includes providing liaison with criminal justice agencies to ensure high-quality data and certifying training for METERS/NCIC users.

The successful candidate will perform offline searches to support investigations, testify when required, and advise on disciplinary actions related to METERS/CIC clients.

Qualifications

  • Bachelor’s degree or higher with coursework in automated information systems.
  • Associate’s degree with six months of relevant experience and coursework in automated information systems.
  • United States Armed Forces experience may substitute for required experience on a year-for-year basis.

Responsibilities

  • Audit Maryland Law Enforcement Agencies' records for completeness, accuracy and timeliness.
  • Schedule audits by region and notify staff of assignments monthly.
  • Perform security audits of agencies with access to METERS/NCIC and review IT security issues for compliance.
  • Assist in design, development and testing of system corrections or enhancements; estimate effort and resources.

Main Purpose of Job

The main purpose of this position is to plan, direct, perform, coordinate, and evaluate METERS/NCIC audits of computerized records and develop quality assurance programs for all statewide METERS/NCIC programs. Provide liaison with criminal justice agencies to ensure the information entered into the METERS/NIC system is the highest quality possible. Perform off-line searches to assist law enforcement with criminal and internal investigations. Provide certification and specialized training to users of METERS/NCIC. Recommend disciplinary action against METERS/CIC clients and client agencies to the CJIS Systems Officer.

Position Duties

Audit Maryland Law Enforcement Agencies' computerized records for completeness, accuracy, and timeliness. Schedules audits by region and notifies staff of assignments monthly. Perform security audits of all Criminal Justice Agencies with access to NDEx or METERS/NCIC, to include a review of terminal security, criminal history inquiries, and IT security issues for compliance. Conduct an exit interview in person with the Agency Head or his designee and the Terminal Agency Coordinator. Conduct follow-up audits of all agencies when required for non-compliant issues. Assists technical programmer analysts in the design, development and testing of application system corrections or enhancements by analyzing modifications recommended, determining system impact and estimating effort and resources required to perform modification. Perform Off-Line Searches through the Archive and Retrieval System and the Federal Bureau of Investigation (FBI) to assist agencies with criminal, civil, and internal investigations. Testify in court or before Agency Review Boards as to the findings of these off-line searches, when required. Reviews error codes generated by the application system to determine the appropriate course of action for correction. Will complete other tasks assigned by the Command Staff.

Minimum Qualifications
  • Experience: One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms.
  • Notes:
  • 1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems for the required experience.
  • 2. Candidates may substitute the possession of an Associate’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and six months of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.
  • 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
Desired or Preferred Qualifications
  • Preferred Qualifications: Three years of experience performing communication services through the Maryland Electronic Telecommunications Enforcement Resources System and National Crime Information Center System.
  • Experience performing quality control compliance work in automated law enforcement and criminal justice systems.
  • Experience providing technical assistance to end users to resolve problems with computer hardware and software.

Selection Process

The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for one year.

Examination Process

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
