Job summary

CITGO Petroleum Corporation in Houston seeks an IT Procurement Specialist to manage vendor sourcing, contract creation, and negotiation for software, hardware, cloud services, and IT services. You will work with stakeholders to ensure best value while meeting security, privacy, and legal standards.

Responsibilities include evaluating proposals, administering contracts, and maintaining supplier relationships, with a focus on risk mitigation and cost optimization across CITGO locations.

Qualifications

• Bachelor's degree and three years of related experience.
• Three years of job related experience or six years in lieu of degree.
• Negotiating skills; Insurance/indemnification knowledge preferred.
• Multi-tasking skills; Legal terms & conditions knowledge preferred.
• Proficient SAP (or similar ERP), MS Word, Excel, PowerPoint; and communication skills.
• Preferred: GEP SMART or similar e-Procurement experience and Power BI.

Responsibilities

• Review IT requisitions and process POs in SAP to procure software, hardware, cloud services, and IT services at the best value.
• Establish and maintain secure sources for required materials and services.
• Coordinate with customers to evaluate performance of suppliers and determine alternates.
• Negotiate, execute and administer IT contracts, software licenses, SaaS, and master service agreements.
• Coordinate activities of customers, vendors, legal, risk, and accounts payable to ensure contract performance.
• Maintain current vendor lists and manage the bidding and pre-qualification process.
• Utilize sourcing tools to establish IT contracts; negotiate price, delivery and quality; manage KPI monitoring.
