We are seeking an experienced Information Technology (IT) Analyst to help enhance and optimize our mission-critical systems. We are looking for a proven leader with demonstrated success in technical design, application development, and implementation of software solutions!

Specific Job Responsibilities

Primary duties include coordinating software development projects and leading agile teams. You will work closely with project shareholders to scope, estimate, design, and deliver high-quality software solutions. You will also help evaluate current-state systems and processes, identify opportunities for improvement, and collaborate with leadership to enact meaningful change.

Additional duties may include collaboration with external stakeholders across the Nuclear Security Enterprise, developing technical documentation and instructions.

Core Responsibilities Include
  • Lead teams and technical projects through effective communication with peers, customers, and management.
  • Interface with key technical and business stakeholders (such as functional/business team members, project management, enterprise architects, system engineers, and application developers) to design and develop software solutions.
  • Establish program and project-level milestones, provide status and deliver briefings to leadership.
  • Develop and maintain multi-year project proposals and budgets.
  • Ensure adherence to defined project management policies, change management guidelines, cyber security requirements and software quality assurance processes.
  • Interface with IT project management to deliver solutions on schedule and within budget.
  • Demonstrate innovation when designing solutions to solve complex problems.
  • Ensure solutions are well-engineered, efficient, operable, and maintainable.
  • Guide and develop technical and capability road maps.
  • Represent technical and business interests at an Enterprise level.
  • Monitor current and future trends in technology to the benefit of the organizational project and production systems service goals.
  • Facilitate Agile Software Development Practices
  • Organize and facilitate agile activities including daily stand-up meetings, sprint reviews, retrospectives, sprint and release planning, and product backlog refinement sessions.
  • Ensure that all meetings are positive, productive, stay on topic, and are kept within the timebox.
  • Collaborate closely with the product owner to manage the backlog.
  • Effectively manage user story estimation and forecasting.
  • Champion and facilitate adoption of agile standards, tools, and best practices.
  • Proactively identify and resolve impediments to team progress.
  • Utilize team feedback and metrics (e.g., quality, delivery, cadence, etc.) to identify areas of opportunity and work with team to continuously improve.
  • Coach the team to improve collaboration and self-management, promoting healthy interactions both within the team and with external stakeholders.
  • Support the team in using agile planning and development tools (e.g. Azure DevOps, JIRA, Confluence, Rally).
Minimum Job Requirements
  • Bachelor's degree in engineering/science/information technology discipline.
  • Master's degree in engineering/science/information technology discipline.
  • OR Applicants without a bachelor's degree may be considered based on a combination of at least 8 years of completed education and/or relevant experience.

  • Experience with agile planning and development tools (e.g. JIRA, Confluence, Rally).
  • Broad knowledge of software development and related technologies/practices:
  • Automation: APIs, scripts, workflows, etcetera.
  • Data: databases, database design, queries, and analytics.
  • Programming: concepts, logic, DevOps.
  • Software life cycle: Configuration/Change Management, Software Development Life Cycle, IT Infrastructure Library.
  • Software quality: user acceptance testing, automated testing, etcetera.
  • Agile, scrum, or project management certification preferred (e.g. Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO), Project Management Professional (PMP), Scaled Agile Framework (SAFe))
  • Background in Manufacturing, Supply Chain Management, Quality, and/or Enterprise Resource Planning

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10 Code of Federal Regulations (CFR) 709. Medical requirements may apply.
