Job summary

King County’s Facilities Management Division seeks a Business and Finance Officer IV to lead the Internal Service Fund (ISF), supervise payroll, manage cash flow, and drive the biennial budget and rate development. The role collaborates across the division and with King County leadership to ensure financial integrity and timely reporting.

The BFO IV provides hands-on leadership, technical financial analysis, and process improvements to support strategic planning and regulatory compliance.

Qualifications

• Strong knowledge of budgeting and finance, including development, preparation, and justification of a large organizations or program’s budget.
• Experience with enterprise finance systems, analytical and reporting tools, such as Oracle (DBS), OBIEE (BI Insights), and PeopleSoft.
• Experience monitoring budgets, preparing budget monitoring reports, and comparing budget to actuals information.
• Ability to interpret financial information, analyze variances and tell the story of FMD’s ISF.
• Public Sector budgeting and accounting experience.

Responsibilities

• Supervise the bi-weekly payroll process for all FMD staff.
• Managing ISF cash flow and biennial budgets.
• Lead centralized rate development for the ISF budget.
• Analyze and report fund variances to King County leadership.
• Support annual Federal & State Audits and ACFR preparation.
• Coordinate the P-Card program for FMD.
