THE CITY OF FOUNTAIN VALLEY

The City of Fountain Valley is nestled in the heart of Orange County. With approximately 57,000 residents, we are a mid-sized full service City with Fire & Police Departments that proudly serves our wonderful community with courage, duty, and commitment. CLASS DEFINITION

Performs a variety of manual, semi-skilled, and skilled tasks in the repair, maintenance, and installation of parks, parkway medians, and other miscellaneous facility landscape and sprinkler systems.


DISTINGUISHING CHARACTERISTICS

This journey-level classification is distinguished by the skilled maintenance tasks performed under general supervision.


SUPERVISION RECEIVED

The incumbent works under the general supervision of a Landscape Inspector and the Public Services Supervisor.

ESSENTIAL DUTIES

Operates, inspects, programs and repairs all components of smart and automated irrigation systems at landscaped sites, including automatic controllers, valves, water mains, lateral lines, sprinklers, and backflow devices.

Assists with monitoring and inspecting the work of contractors engaged in the maintenance, construction, and care of City owned landscaped areas.

Excavates, repairs, and installs irrigation systems including all sprinkler parts, sprinkler heads, valves, and controllers.

Inspects, programs, adjusts, and modifies irrigation systems.

Operates a variety of trenching equipment including backhoes, tractors, trenchers, and root cutters.

Operates a variety of test equipment including Volt/OHM meter, wire, and valve locators.

Loads, lifts, and carries various materials, equipment, and supplies.

Traces, locates, excavates, and repairs low voltage direct burial wiring.


OTHER JOB-RELATED DUTIES

Maintain inventory of irrigation supplies, tools, and equipment.

Read irrigation plans and blueprints and record essential built in changes.

Perform other duties as assigned.

EDUCATION:

High school graduation or equivalent.

College coursework with an emphasis in park and sports turf, landscape and park maintenance, irrigation, horticulture, or a related field is highly desirable.

EXPERIENCE:

Previous experience maintaining and repairing irrigation systems is required.

Previous experience operating, maintaining, and programming a centralized irrigation system is highly desirable.


REQUIRED KNOWLEDGE AND SKILL LEVELS:

Principles in the repair, operation, and maintenance of smart and automated irrigation systems.

Methods, procedures, tools, equipment, and materials used in the installation, repair, and maintenance of sprinkler systems.

Proper water requirements for plants, shrubs, and turf along with soil and moisture conditions.

Related work hazards and common safety rules and procedures as they apply to Public Works maintenance.

Proper safety practices and procedures in maintenance for employees.

Establish and maintain effective working relationships with other employees, City officials, contractors, and the public.

Effective verbal communication skills.

Understand and follow written and verbal instructions.

Install and repair hydraulic, electric, battery, solar, and manual irrigation systems.

Repair broken poly vinyl chloride (PVC) lines and heads.

Safely operate vehicles, equipment, power tools, and hand tools such as a trencher and backhoe without damaging existing irrigation, utilities, hardscape, and softscape.

Operate a computerized, centralized smart irrigation system.

Read irrigation plans and blueprints.

Program stand-alone controllers.


REQUISITE ABILITIES:

Maintain inventory of irrigation supplies.

Implement and oversee preventative maintenance program for equipment.

Perform heavy manual labor for extended periods and under unfavorable weather conditions.

Lift and carry heavy objects safely.

Use hand and power tools including pneumatic and hydraulic equipment.


LICENSE REQUIRED:

A valid California Class “C” Driver’s License is required.

A California Class A or B commercial driver’s license for airbrake and manual transmission is desirable.

Irrigation Technician certificate issued by the Irrigation Association is desirable.

QWEL certification as a Qualified Water Efficient Landscaper is desirable

Water Use Efficiency Practitioner certificate issued by AWWA is desirable.

Backflow Prevention Assembly Tester certificate issued by the Orange County Health Care Agency is highly desirable.

Maintain, at all times, the licenses required for this job classification.


SPECIAL REQUIREMENT:

Must be able to work irregular hours and days, overtime, weekends, holidays, variable shifts, stand-by duty, and evenings as necessary.


PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS:

Work will primarily be outdoors with full exposure to the elements but may work indoors as well.

Performs strenuous physical labor for extended periods of time requiring physical strength and endurance; drive a City vehicle on City business; operate motorized equipment and machinery; may work under damp conditions and in confined spaces and, therefore, may work on slippery and uneven surfaces; crouch, sit, stand, walk, bend, crawl, kneel, pull, reach, push, twist, climb ladders and sloping surfaces, grasp, drag, lift and carry items weighing 15 to 45 pounds; work above shoulder level with power and/or hand tools for sustained periods of time; may be exposed to dust, pollen, grass, dirt, chemicals, solvents, paint, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration, and noise, work with machinery; meet the physical requirements of the class and have mobility, vision, hearing, dexterity and use of both hands and legs appropriate to the duties to be performed.
