The Ohio Department of Youth Services Massillon facility is seeking a detail-oriented Investigative and Enforcement Liaison to coordinate with DYS Chief Inspector’s Office, Ohio State Highway Patrol, and other law enforcement partners to safeguard facility operations.

In this role you will oversee youth grievance coordination, investigate violations, monitor communications and visits, and prepare reports while training staff on grievance procedures and investigative techniques.

Qualifications

  • Undergraduate or graduate core program in social or behavioral science, medicine-related field, public or business administration or accounting, plus relevant experience.
  • Experience delivering human services or medical assistance in governmental, community or private providers, or reviewing such services for cost containment/budget planning.

Responsibilities

  • Serve as liaison between Facility Superintendent, DYS Chief Inspectors Office, Ohio State Highway Patrol, and other law enforcement agencies regarding investigations involving youth or staff.
  • Monitor youth phone systems, visitation activity and related interactions to identify and address violations.
  • Initiate, inspect, and assist with investigations related to drugs, contraband, and other prohibited activities.
  • Work with DYS Chief Inspectors Office to provide information related to employee impropriety or misconduct by staff or visitors.
  • Coordinate youth grievance process as administrative liaison between facility, youth, and staff.
  • Manage and respond to complaints and inquiries from the grievance process.
  • Prepare reports, position papers and legal documents for all parties in the grievance process.
  • Train, monitor and evaluate youth and staff on grievance procedures and investigative techniques.

Job description

The Opportunity:
We are seeking a detail-oriented, highly collaborative professional to serve as a key liaison between Indian River Juvenile Correctional Facility leadership, DYS Chief Inspector’s Office, Ohio State Highway Patrol, and other law enforcement partners. This role plays a critical part in maintaining the safety, security, and integrity of facility operations.
Core Responsibilities
Investigative and Enforcement Liaison
  • Serve as liaison between Facility Superintendent, DYS Chief Inspectors Office, Ohio State Highway Patrol, and other law enforcement agencies regarding investigations involving youth or staff
  • Monitor youth phone systems, visitation activity, and related interactions to proactively identify and address violations
  • Initiate, inspect, and assist with investigations related to drugs, contraband, and other prohibited activities
  • Work collaboratively with DYS Chief Inspectors Office to provide information related to employee impropriety, violations of law, or breaches of policies and procedures by staff or visitors
Youth Grievance Coordination and Administrative Support
  • Act as administrative liaison between Facility Superintendent, youth, and staff to coordinate the youth grievance process
  • Manage and respond to complaints, allegations, and inquiries arising from the grievance process
  • Conduct proactive inspections and research related to concerns raised by youth, staff, the general public, and external agency partners
  • Prepare reports, position papers, legal documents, and correspondence for all parties involved in the grievance process
  • Train, monitor, and evaluate youth and staff on grievance procedures and investigative/inspection techniques as needed
Completion of undergraduate core program in social or behavioral science, pre-medicine or public or business administration or accounting; and 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; and 6 mos. exp. in supervisory principles/techniques.Or completion of graduate core program in social or behavioral science, medicine-related field or public or business administration or accounting; and 12 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; and 6 mos. exp. in supervisory principles/techniques. Note: Training in business or public administration or accounting & exp. in review of services for cost containment/budgeting only pertain to medical cost containment program administrator positions.
  • Or equivalent of Minimum Class Qualifications for Employment noted above.
