Job summary

The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking an Investigator 3 for the Medicaid Fraud Control Unit in the Investigations Division. This role will conduct criminal investigations, interview victims, suspects, and witnesses, and prepare detailed case reports while coordinating with local, state, and federal partners.

The ideal candidate has proven investigative experience, strong ethics, and is comfortable working in a regulatory environment.

Qualifications

  • Bachelor’s degree in criminal justice or related field plus investigative experience.
  • Experience conducting interviews of victims, suspects, and witnesses.
  • Knowledge of state and federal laws related to Medicaid fraud and healthcare regulation.

Job description

The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as an Investigator 3 within Medicaid Fraud Control Unit of the DIAL Investigations Division.

DIAL’s mission is Achieve Compliance through Education, Regulation, and Due Process for a Safe and Healthy Iowa. Our goal is to be an effective, efficient and approachable regulatory agency. To accomplish our Mission, the individual selected for this position will assist the Iowa Medicaid Fraud Control Unit in maintaining the integrity of the Iowa Medicaid program and the provision of Medicaid services by investigating allegations of fraud committed against the Iowa Medicaid program, fraudulent activities, and patient abuse pertaining to the provision of Medicaid goods and services.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.

What We’re Seeking

The successful candidate for this position is a trustworthy, ethical, reliable, and tenacious individual with experience conducting criminal investigations. The position reports directly to the Bureau Chief of the Medicaid Fraud Control Unit and will be home-domiciled in Polk County or bordering/surrounding counties.

What You’ll Do

You will be an integral member of our Medicaid Fraud Control Unit team, providing direct support to the agency’s operations by:

  • Conducting interviews of victims, suspects, and witnesses for criminal and/or civil investigations
  • Collecting evidence, conduct surveillance and undercover activities
  • Obtaining and analyze various types of records
  • Completing thorough, accurate, and organized investigative law enforcement reports
  • Cooperating with local, state, and federal law enforcement partners and outside administrative/regulatory agencies
  • Exhibiting proficient computer skills to utilize case management system and other computer databases
  • Maintaining confidentiality of all case information
  • Understanding and apply state and federal laws, rules, and regulations, along with Medicaid programs and policies
  • Completing necessary training as required by state, department, and unit policies
  • Interacting with the general public in a professional and courteous manner
  • Testifying in state and federal criminal, civil, and administrative hearings
  • Communicating clearly and effectively in verbal and written form with others

Graduation from an accredited four year college or university with major course work in law enforcement, corrections, criminology, police science, accounting, finance or law and experience equal to two years of full-time work in law enforcement, corrections or criminal investigation;

OR

graduation from an accredited four-year college or university with a major in an area not listed above and experience equal to three years of qualifying work;

OR

a combination of education and experience, substituting one year of qualifying full-time experience for each thirty semester hours of general college or university coursework;

OR

employees with current continuous experience in the State executive branch that includes experience equal to twelve months of full-time work as an Investigator 1 or 2, or in a comparable position involving investigative work experience.
