Job Summary

The Intervention and Diversion Manager directly supervises staff within the Early Intervention and Diversion Center (EIDC). The Intervention and Diversion Manager will plan, direct, assess, monitor, and coordinate work activities of assigned EIDC staff. The Intervention and Diversion Manager will promote staff development and support the mission of the EIDC. The Intervention and Diversion Manager will resolve inter/intra departmental issues to fulfill the daily operations of the EIDC.

Essential Duties and Responsibilities

Plans, directs, assesses, manages, and coordinates the work activities of professional and clerical staff in the Early Intervention and Diversion Center (EIDC).

Manages the assignment of all cases and ensures proper closing of each case type.

Provides individual and unit supervision, coaching, and training to staff on a regular basis regarding intervention development, resource identification, service linkage, and coordination of diversion-related planning.

Promotes staff development and support of the mission of the EIDC. Develops, implements, and conducts on the job training for staff related to EIDC.

Coordinates activities and resolves inter/intra departmental issues to fulfill the daily operations of the EIDC.

Reviews, discusses, assesses, and approves intervention recommendations provided by staff and approves staff documentation to ensure accuracy and professionalism.

Reviews data reports provided by the Programming, Training, and Quality Assurance (PTQA) unit and assists with quality assurance and data clean up to ensure accurate data reporting. Monitors the status of all case assignments.

Develops and maintains professional rapport with collaborating agencies such as Cuyahoga County Prosecutor’s Office, Children and Family Services, court-contracted vendors, Community Diversion Programs, etc.

Assists in designing and implementing training programs to promote and enhance skills and competency development for internal and external partners, including onboarding programming for professional staff.

Interacts with immediate supervisors, department administrators, courtroom staff, and outside agency professionals.

Engages in continued professional development.

Participates in presentations to court staff and outside agencies regarding EIDC operations, processes, and data.

Conducts performance evaluations, provides insight, and participates in discipline, dismissal, and hiring processes, and is responsible for editing timecards in Kronos for assigned staff.

Performs other duties as assigned.

Supervisory Responsibilities

Has supervisory accountability for other employees, volunteers, and/or interns. Plans, directs, and coordinates activities for a work unit. Duties may include scheduling and assigning of work, training in all facets of work, quality assurance, and decisions impacting the pay, status, and tenure of others. Conducts performance evaluations. Provides input on and participates in discipline, dismissal, and hiring processes. Responsible for reviewing timecards in Kronos for assigned staff. Manages logistics, curriculum, and required data for the program to ensure effectiveness.

All court-related information regarding diversion information, hearings, etc. that the employee may come in contact with by working in the facility and confidential information that employee comes into contact with while working with clients.

Working Conditions

This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice. May interact and/or assist in situations with the public that are highly emotionally charged.

Position may be required to infrequently travel and visit with clients and family members and have varying working conditions outside of the courthouse. Contact involves occasional exposure to physical injury, illness, or hazards as a continuous part of the position. May occasionally have exposure to unsafe working conditions, people, or elements, and may have to take precautions when performing task.

Potential exposure to hazardous situations that may occur in the court environment. Must be able to tolerate exposure to evidence and testimony that may be disturbing; clients who may potentially be verbally or physically uncooperative; allergens, such as perfumes and dust. Works in an office setting and may be subject to quick deliverables and changing work deadlines.

Usual Physical Demands

While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear. The employee must occasionally lift and/or move up to 10 pounds.

Knowledge, Qualifications, Skills, and Abilities

Must possess skills in scheduling, planning, coordinating, teaching, training, coaching, mentoring, leading, and problem solving. Demonstrable leadership and team building skills. Creative abilities in facilitating workable programs for pre-adjudicated youth. Ability to supervise and manage staff in compliance with court and departmental policies, and state and federal standards. Able to delegate, assign work responsibilities, and evaluate work performance. Comprehensive working knowledge of adolescent growth and development, family dynamics and human behavior, and community and court resources. Knowledgeable regarding evidence-based practices, criminogenic factors, graduated sanctions, community-based resources, delinquency research, and case coordination activities. Knowledgeable regarding assessment and case planning with youth and families. Ability to analyze/review statistical data and compile reports. Ability to read, review, and interpret assessments to assist staff with planning and coordinating intervention routes. Knowledgeable in best practices in youth justice. Strong knowledge of evidence-based practices and possess a therapeutic orientation in delivering services to youth/families. Good written communication skills necessary for report writing and written presentations. Flexible and open to learning and change. Good interpersonal skills and the ability to establish rapport with clients and maintain working relationships with clients, staff, various professionals, and the public. Must be able to handle stressful/volatile situations.

Education and/or Experience

Bachelor’s Degree in Social Science or related field. Master’s Degree in Behavioral Science such as Social Work, Psychology, Corrections, or Sociology preferred.

AND

Six (6) years of casework experience or related work experience in case management of at-risk youth, i.e. probation, diversion, or prevention services.

Licensure or Certification Requirements

Must possess a valid driver's license and continuously maintain automobile insurance in compliance with state law, with a driving record acceptable to the Court's current policies. Must have ready access to a safe functioning automobile with valid registration and insurance.

Any position which requires operating a motor vehicle as an essential duty of responsibility of the position will be subject to a driving record check through the Ohio Bureau of Motor Vehicles. Applicants are required to provide their driver license number upon request. Applicants who possess a driver’s license from a state other an Ohio, or those applicants who have possessed an out-of-state driver’s license at any time during the five years prior to review, must provide a certified copy of his or her out-of-state driving history for at least the five years prior to the review of the applicant’s driving qualifications.
