Job summary

Crowell & Moring LLP seeks a highly qualified Associate or Counsel to join its International Trade practice in Washington, DC or New York office. Candidates must have 3-6 years of experience counseling clients on U.S. export controls matters, with emphasis on EAR and ITAR.

The ideal candidate will have experience with BIS licensing, CJ/CCATS filings, and encryption/ emerging tech considerations; must be a member of the state bar and possess strong writing and analytical skills.

Job Description

Crowell & Moring LLP seeks a highly qualified Associate or Counsel to join its International Trade practice group in either our Washington, DC or New York office.

Candidates must have 3-6 years of experience counseling clients with respect to U.S. export controls matters, with a particular emphasis on the Export Administration Regulations ("EAR") and the International Traffic in Arms Regulations ("ITAR").

The ideal candidate will have some experience in one or more of the following areas:

• Providing regulatory and compliance guidance regarding the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR). Experience with EU and UK export controls regimes a plus;
• Jurisdiction and classification analysis, including developing and filing Commodity Jurisdiction and CCATS requests. Experience with encryption and emerging technologies a plus;
• Obtaining Bureau of Industry and Security (BIS) and Directorate of Defense Trade Controls export licenses, and analyzing applicability of license exceptions and exemptions;
• Experience with the impact of U.S. export controls on non-US companies;
• Conducting and supervising party screening and due diligence;
• Reviewing, preparing, and filing DDTC registrations and related filings; drafting license applications and Commodity Jurisdiction requests
• Developing international trade compliance programs based on risk analysis;
• Developing and providing export controls compliance training;
• Representing clients with respect to voluntary self-disclosures;
• Representing clients in M&A-related trade compliance diligence;
• Performing internal investigations and audits related to export control concerns and responding to regulatory inquiries, such as requests for information and subpoenas;
• Experience with other related regulations, including economic sanctions, outbound investment, and CFIUS a plus.

Candidates must be a member of the state bar for the office to which they are applying or otherwise eligible for admission by waiver. All candidates should have excellent academic credentials as well as highly developed organizational, writing and analytical skills.

Our Firm is committed to fair and equitable compensation practice in accordance to applicable laws. The salary range for this position is $250,000 to $345,000. Additional compensation may include a discretionary bonus. Other benefits include healthcare, vision, dental, retirement, and all-purpose leave. The salary for this position may vary based on market data, an applicant’s skills and prior experience, certain degrees and certifications, and other factors.
