Job summary

We are seeking a Quality Manager / Program Manager I, who is motivated to help individuals and families navigate life's challenges and achieve long-term wellness. This position is located at the SC Department of Behavioral Health and Developmental Disabilities (DBHDD) - Office of Mental Health (OMH), Berkeley Mental Health Center (CEMHC), 403 Stoney Landing Road, Moncks Corner, SC 29461.

As the Quality Manager, under limited supervision of the Executive Director, you will direct and manage Quality Assurance and Compliance Programs for Center.

Responsibilities for the Chief of Clinical Operations:
  • Manage quarterly audits for the center. Ensure audits are completed and submitted to BHDD QA. Communicate audit findings to leadership, managers, and employees. Develop quality improvement plan and monitors implementation of quality initiatives. Provide QA training for all new hires and refresher trainings when indicated. Maintain all Center policies related to QA.
  • Serve as Compliance Director for the center. Comply with Corporate Compliance Policy; all State/Federal laws; all Agency/Center policies. Investigate all compliance reports and submit to BHDD per policy. Conduct focused audits of clinical records when indicated. Facilitate quarterly compliance meetings. Report annually to Center Board.
  • Prepare the Center for CARF accreditation and monitors Center's compliance with CARF standards on an ongoing basis. Ensure leadership, managers, and employees are knowledgeable of CARF standards as it relates to job duties. Serve as liaison to CARF and coordinates CARF surveys as scheduled.
  • Serve as risk manager for Center. Complete focused audits as indicated and submits to BHDD per policy. Report to leadership on trends related to adverse incidents and implement improvement initiatives.
  • Coordinate credentialing for all treatment providers. Assist staff with questions and monitor to ensure process is complete. Submit requests to update EHR when credentials change.
  • Pursue professional development through collegial consultation, supervision, continuing education, training, and licensure/certification as applicable. Maintain all required certifications and licenses.
  • A master's degree in social science with post gradate experience in a community mental health setting.
  • Licensure or licensed eligible in SC.
Additional Requirements:
  • Ability to lift 10 lbs.
  • Ability to operate a state vehicle.
  • Supervisory experience.
  • Bilingual abilities in English and Spanish (or another language) are a plus.

  • Ability to make presentations and prepare reports and possesses excellent time management and organizational skills.
  • Ability to plan, make decisions, manage workflow and meet agency outcomes.
  • Knowledge of diagnoses, treatment modalities and evidence-based treatment.
