Job summary

Louisiana Delta Community College seeks a Manager of Workforce Construction Programs to lead construction and fiber optics training initiatives. Will supervise instructors, manage certificates, and coordinate curriculum and facilities to ensure program success.

Qualifications include an Associate’s degree (Bachelor’s preferred), 5+ years in the field, and strong leadership and communication skills. The role supports accreditation and industry alignment, with travel as needed.

INTERNAL ONLY - Manager of Workforce Construction Programs

Duties and Responsibilities:

Responsibilities include, but are not limited to:

• Supervise and support instructional staff and adjuncts for construction, fiber optic, broadband, and related programs.
• Monitor and schedule certification renewals and retraining sessions as required, ensuring that instructors are fully certified and compliant with regulatory requirements, and schedule certification training to acquire new credentials aligned with program offerings.
• Coordinate scheduling, delivery, and evaluation of construction and fiber optic workforce training programs.
• Develop, update, and maintain curriculum for construction, NCCER, fiber optics, broadband infrastructure, OSHA, equipment operation, and related skilled-trades programs.
• Maintain construction and fiber optic laboratories, training facilities, tools, equipment, consumable materials, and inventory.
• Inform the administration of any planned or unplanned changes in classroom activities, including absences, time changes, and meetings.
• Coordinate equipment purchases with Director and assist with grant-funded projects.
• Monitor instructor performance and provide coaching, mentoring, and professional development.
• Ensure training programs meet the requirements of industry-recognized credentials and certifications.
• Develop and maintain relationships with construction contractors, telecommunications contractors, broadband providers, manufacturers, vendors, workforce agencies, and economic development partners.
• Implement and manage attendance procedures and retention activities to maximize student participation and success.
• Teach classroom, laboratory, and hands-on courses in construction and fiber optics as needed, using a range of instructional strategies, including whole group, small group, and individualized instruction, to engage students effectively.
• Assist with student recruitment, enrollment, retention, and job placement activities.
• Maintain accurate student records, attendance, certification documentation, equipment records, and required reports in accordance with college policies and procedures.
• Ensure compliance with OSHA regulations, college policies, and safe classroom, laboratory, and worksite practices.
• Assist with the development and implementation of new construction, fiber optic, broadband, and infrastructure programs based on regional industry demand.
• Represent the college at industry meetings, career fairs, workforce events, and community activities.
• Participate in professional development opportunities, in-service training, and multidisciplinary team meetings to stay current with industry standards and teaching best practices.
• Perform other duties as assigned.

Required Education:

Preferred Qualifications:

• Bachelor's degree in Construction Technology, Construction Management, Telecommunications, Industrial Technology, or other closely related field.
• Strong background in certification programs and curriculum development, and the design, delivery, and evaluation of customized training solutions for businesses and industries.
• The ability to articulate and implement a vision for advancement of workforce training programs in a public higher education is essential.
• Certifications in the following:
  • o OSHA l O and OSHA 30
  • o CPR First Aid
  • o Certified Fiber Optics Installer and/or Technician

Required Qualifications:

• Associate's degree in Construction Technology, Construction Management, Telecommunications, Industrial Technology, or other closely related field (equivalent industry experience may be considered in place of formal education).
• Minimum of five years of experience in the field
• Substantive leadership experience is required for this position.
• Excellent public relations, organizational skills, communication, and interpersonal skills.
• Strong organizational, leadership, communication, and problem-solving skills.
• Service-oriented, promote excellence, and embrace a deep commitment to professionalism.
• Ability to work with students and staff from a diverse background.

PHYSICAL REQUIREMENTS:

• Must be able to work a flexible schedule, including occasional evenings and weekends.
• Some travel to training sites and partner locations required.
• Ability to lift and carry training equipment or tools up to 50 lbs.
