Qualifications

• Prefers experience evaluating internal controls and analyzing data.
• Experience in governmental, regulatory, emergency management, or similarly regulated environments preferred.

Essential Functions

• Under direction of the Chief Internal Auditor independently conducts complex, non-routine risk-based audits for Illinois Emergency Management Agency-Office of Homeland Security (IEMA-OHS).
• As Senior Auditor, prepares comprehensive audit programs, recommending and detailing duration, scope, and purpose of an audit.
• Consults with the Chief Internal Auditor regarding any changes to the audit program, problems which have occurred, and the progress of any active audits.
• Supports internal audit operations through specialized projects, analysis, and process improvement initiatives.
• Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

• Requires a bachelor's degree with coursework in accounting, auditing, business management, computer science,economics, public administration or other related subjects.
• Requires four (4) years of professional auditing experience; or requires three (3) years of professional auditing experience plus completion of one (1) of the following certifications: Certified Internal Auditor, Certified Public Accountant or CertifiedInformation Systems Auditor.

Preferred Qualifications

• Prefers three (3) years of professional experience conducting internal, operational, compliance, financial, or programmaticaudits utilizing audit methodologies and risk assessment techniques.
• Prefers three (3) years of professional experience evaluating internal controls, analyzing complex data, identifying risks,and developing recommendations for process improvements.
• Prefers three (3) years of professional experience interpreting and applying laws, regulations, policies, procedures, andadministrative rules related to compliance or oversight activities.
• Prefers three (3) years of professional experience working in a governmental, regulatory, emergency management, or other highly regulated environment.
• Prefers three (3) years of professional experience utilizing Microsoft Office applications, including Excel, Word, and otherdata management tools to analyze information, prepare reports, and support audit activities.

Conditions of Employment

• Requires a criminal history check through the Illinois State Police.

• Requires the ability to use state-supplied equipment such as cell phone, laptop, etc.
• Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
