Job summary

Vivid Resourcing Ltd is recruiting for a Senior Planning Policy Officer on an interim basis in Gloucester. The role supports development, review and delivery of local planning policy and related documents in a context of priority strategic planning work.

The successful candidate will lead policy projects, work with development management colleagues, elected members and external stakeholders, ensuring policy is robust, deliverable and compliant with national guidance.

Qualifications

• Substantial experience in a planning policy role within a local authority or comparable environment.
• Strong report writing skills and ability to explain technical planning matters to non-specialists.
• Confident stakeholder management with elected members and the public.
• Ability to manage a varied workload and deliver to deadlines.

Responsibilities

• Lead on the preparation, review and monitoring of local plan policies and related planning documents.
• Prepare and manage supplementary planning documents, planning guidance and policy papers.
• Commission, manage and interpret evidence base studies (housing, employment, retail, infrastructure, environmental assessments).
• Manage public consultation and stakeholder engagement, including responses to representations.
• Provide policy advice to development management colleagues and support on major applications.
• Contribute to Duty to Cooperate discussions with neighbouring authorities.
• Support neighbourhood planning groups with guidance and technical advice.
• Prepare authority monitoring reports and maintain policy data.
• Write clear reports for committee, cabinet and examination purposes.
• Support local plan examination processes where needed and guide junior team members.
