Job summary

Qualifications

• Bachelor's degree in public/business administration, management, political science, or related field.
• Five years of experience administering a public agency.
• Two years of experience working with an elected board of directors.
• Valid California driver’s license with acceptable driving record and insurability by the District.
• Background check and reference checks required.

Responsibilities

• Direct day-to-day and long-term CSD operations, including oversight of administrative staff and vendors.
• Guide CSD goals, objectives, and policies within Board-established guidelines.
• Oversee budgets and contract negotiations for Parks & Recreation and Administration.
• Provide financial oversight—controls, accounting, bookkeeping, and annual external audit; oversee related contractors.
• Prepare and implement the annual budget with multiple scenarios as needed.
• Manage CSD funds, reserve funds, and enterprise funds; report to the Board.
• Serve as liaison to city, county, state, and federal agencies.
• Maintain relationships with local community groups and organizations.
• Negotiate contracts and agreements on the District's behalf.
• Oversee maintenance of CSD facilities and personnel policies.
