Position Overview/Duties
As an interdisciplinary position, the incumbent is considered a senior technical architect/engineer within the Design Branch in carrying out the design mission, which includes technical sufficiency of designs prepared by government personnel for the military program, civil works program, Center of Standardization (CoS), and support for other design programs outside the District boundaries. The Design Branch provides a wide variety of architectural and engineering products and services. The Design Branch consists of the following sections: Architecture & Interior Design, Structural, Site Development, Mechanical, Data Management Support, CoS, and Electrical. The incumbent works under the general supervision of the Chief, Design Branch.
This position involves working in all aspects of the Branch’s mission, including program/project planning and execution, technical advisor, workload and resourcing planning, communications coordination, and the program Quality Management Program (QMP).
- Serves as the Branch’s single point of contact for the QMP. Incumbent will be responsible for establishing quality policies and procedures to ensure technical reviews are in compliance with current guidance, sufficient and adequate quality control measures are applied to all architectural/engineering solutions/products generated within the Branch, recording the status of all projects and tasks, create a measurement standard defining quality metrics, and provide oversight of all quality management reviews and actions accomplished within the Branch. Incumbent shall be capable of analyzing data and make appropriate corrective recommendations to ensure product delivery success. Historical data and Lessons Learned shall be administered and incorporated into the Branch’s business practices for future use.
- Serves as a senior technical manager for military projects, which includes both vertical and horizontal design projects. Incumbent shall participate in all aspects of the Branch’s program/project execution, including workload and resource planning and programming, execution coordination with multi-disciplines, budgeting and scheduling of individual projects, defining project requirements, and providing technical advice and solutions regarding both engineering and architectural issues that are appropriate for the problem.
- Serves as a senior architect/engineer technical advisor for the Branch. Incumbent shall have the knowledge and ability to review technical problems and develop appropriate solutions that are practical and economical. Frequently, technical issues will require solutions involving multi-disciplines of both design and construction. The incumbent shall have a general knowledge of multi-disciplines for both design and construction practices and have the capability to communicate solution(s) in an articulate manner to all members of the Project Development Team (PDT).
- Other Technical Support:
- Project Design. Serves as the Branch’s representative on HQUSACE initiatives or committees related to design quality processes and technical programs. Develops and maintains customer specific engineering design criteria for the design of projects at assigned installations. Analyzes design criteria needed for the construction and/or renovation of facilities to meet new mission and environmental requirements. Prepares complex and unique specifications, reviews and prepares design analysis documents. Prepares specifications and design analysis documents. Provides technical guidance to other designers and employees. Must have the ability to clearly articulate and develop a wide variety of types of presentations for different audiences.
- Design Support during Construction. Monitors projects under construction. Manages resolution of high visibility construction problems and complex problems involving both design and construction. Evaluates necessity for construction contract change orders, ascertains the status of funds available for such change orders, and coordinates the preparation of the necessary plans and specifications required to accomplish changes in construction contracts. Establishes and maintains liaison between technical disciplines, project management, and construction representatives, to manage and track the execution and completion of shop drawing review on projects designed by in-house staff. Utilizes knowledge of construction management and contract law to disseminate and collect data related to multidisciplinary shop drawings and provides a program of quality control to ensure completeness and accuracy within the limits of contractual requirements. Establishes policies and procedures for workflow of shop drawings.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Education Requirement
Engineering: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.
Architecture: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements.

Specialized Experience
One year of specialized experience with facilitation, coordination and integration of project designs within Engineering Division. Must be familiar with the overall program directives, schedules, and policies including fiscal targets for design and all relevant district project, administrative, and reporting procedures pertinent to design and construction of military construction projects. Applies experienced professional judgment in dealing frequently with specialized facility requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)

- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Professional Architect or Engineer: The duties of this position require the incumbent to possess and maintain license/registration as a Professional Architect or Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories.
- Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget). Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
- PCS expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
- This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
- This position may be eligible for situational telework.
