Position Overview/Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Veterans’ preference does not apply to this announcement. The incumbent serves as a technical expert in the highly complex Utility Monitoring and Control Systems (UMCS) Program Center of Expertise for USACE located atHND. Isfully responsible forallassigned individual projects and technical coordination of assigned divisions of the UMCS Program. This includes establishmentof criteria, review of designs, formulation and acceptance of testing procedures, resolution of specialized technical hardware and software problems, and all other technical coordination required toensure the successful deployment and operation ofeach assigned UMCS project. Advises and instructs other CEDivisions/Districts/Agenciesrelative toUMCS Program policies and technical procedures and makes binding on-the-spot decisions at the designer's facility, the supplier's factory, or on the installation site to solve controversial technical matters. Volume of work approximates extensive millions in contracted systems. Provides expertise to the field operating Divisions/Districts/Agencies in resolution of operational and technical problems after UMCS acceptance, with emphasis on state-of-the-art technology. Conducts special studies of state-of-the-art UMCS applications and special problems which arise during design, construction, testing, and operation. Reviews planning for new systems or system expansion designs for conformance to established design techniques and standards. Verifies all design analyses and calculations prior to the start of CE Division/Districtdetail design activities. Prescribes special technical performance requirements for the systemandsupport facilities required. Reviews andevaluates allproposed individual project changes for overall impacts and potential precedent-setting actions. Determines modifications required to existingequipmentinorder toachieve requiredperformancestandardsand technicalrequirements fornewsystems andequipment. Receives Architect-Engineer(AE) and contractor design and construction drawings, layout plans, design analyses, technical specifications, and construction quantity and cost estimates for procurement, fabrication assembly, installation, and testing of electromechanical and pneumatic control systems and componentsfor various process control systems.Advises, instructs, and directs technical and procedural aspects necessary to ensure proper interpretation and applicationof criteria, ensure correct performanceof work, expedite production, resolve discrepancies, and provide technicalexpertisein the solutionto complextechnicalproblems. Reviews contractor's planning ofinstrumentationandcontrolproposals, including hardware, software, devices, and components for accuracy, adequacy, and conformance with contract drawings and specifications, and specific design analysis requirements.

BASIC EDUCATION REQUIREMENTS FOR 0850 SERIES:
  • A. Degree: Engineering. To be acceptable, the program must:
    • lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Education
  • B. Combination of education and experience — college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    • Professional registration or licensure — Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
    • Written Test — Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
    • Specified academic courses — Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that includes the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
    • Related curriculum — Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
SPECIALIZED EXPERIENCE
  • Prepares designs for application of unique equipment or systems for complex and highly sophisticated state-of-the-art instrumentation and control systems. Resolves unique one-of-a-kind problems requiring new techniques and state-of-the-art design considerations.
  • Reviews the contractor's planning of instrumentation and control proposals, including hardware, software, devices, and components for accuracy, adequacy, and conformance with contract drawings and specific design analysis requirements.
  • Determines modifications required to existing equipment in order to achieve required performance standards and technical requirements for new systems and equipment.
