We are seeking highly motivated and detail-oriented individuals to fill developmental/entry-level Electrical Engineer positions at the GS-07, GS-09, or GS-11 level, with potential promotion to the full performance GS-12 level based on continuous satisfactory performance and successful completion of training requirements.
Incumbent works under closer than normal supervision at the journeyman level performing assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the full performance grade level. The work increases in difficulty, complexity, and responsibility as the incumbent gains experience and demonstrates a full comprehension of the target level position, GS-0850-11.
At the Electrical Engineer full performance level (GS-12), you will:
Serve as on-site technical expert for electrical engineering aspects of a construction program characterized by conventional as well as complex and unique research and development projects. Electrical systems and equipment include: high voltage underground and overhead distribution, substations, transformer stations and related complex control and protection equipment; complete high-standard commercial industrial type of interior wiring systems (service equipment, feeders, branch circuits and utilization outlet or special fixture); and signal systems such as fire, panic and security alarm systems.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.
Multiple positions may be filled from this announcement. Incumbent can be selected at any grade level depending on qualifications.

In addition to meeting the Basic Requirement for the 0800 series, applicants must have one year (52 weeks) of specialized experience equivalent to the GS-05 grade level or equivalent pay band in the Federal service.
OR
SUBSTITUTION OF EDUCATION: One (1) year of graduate-level education or Superior Academic Achievement (S.A.A) is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
OR
a combination of education and specialized experience.
In addition to meeting the Basic Requirement for the 0800 series, applicants must have one year (52 weeks) of specialized experience equivalent to the GS-07 grade level or equivalent pay band in the Federal service.
OR
SUBSTITUTION OF EDUCATION: Two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, if related.
OR
a combination of education and specialized experience.
In addition to meeting the Basic Requirement for the 0800 series, applicants must have one year (52 weeks) of specialized experience equivalent to the GS-09 grade level or equivalent pay band in the Federal service.
OR
SUBSTITUTION OF EDUCATION: Successful completion of at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
This definition of specialized experience is typical of work performed at the next lower grade/level position in federal service (GS-11). Some federal jobs allow you to substitute your education for specialized experience. For this position (at the GS-12 level), you must meet the specialized experience requirement alone—no substitution of education for experience is permitted.
