Position Overview/Duties

This is a Direct Hire Authority (DHA) announcement for an Interdisciplinary (Engineering Technical Lead) in the South Atlantic Division, Savannah District, Engineering Division, Design Branch.

Duties And Responsibilities

As a Senior Project Engineering Technical Lead (ETL), serves as the technical lead and principal point of contact for the facilitation, coordination, and integration of project designs within Engineering Division. The incumbent must be familiar with the overall program directives, schedules, and policies include fiscal targets for design and all relevant district project, administrative, and reporting procedures pertinent to design and construction of military construction projects. Applies experienced professional judgment in dealing frequently with specialized facility requirements.

Duties

Engineering Technical Leadership

• Lead and direct multidisciplinary teams in the planning, design, and delivery of military construction, renovation, and infrastructure projects.
• Serve as the senior design manager and technical authority for assigned projects, ensuring designs meet mission requirements, engineering standards, budget constraints, and schedule commitments.
• Coordinate and integrate architectural, engineering, environmental, and construction disciplines throughout project development.
• Oversee the preparation of studies, design reports, design memoranda, plans, specifications, contract documents, and engineering support during construction.
• Resolve complex technical, functional, and operational issues associated with military facilities and infrastructure projects.
• Evaluate engineering and architectural processes and implement improvements to enhance efficiency, quality, and technical performance.
• Develop project design budgets and schedules, monitor progress, and ensure project milestones are achieved.
• Analyze design costs, prepare technical reports and correspondence, and brief senior leadership on project status, risks, and recommendations.
• Collaborate with project managers, customers, and senior agency officials to develop design and contracting strategies that support successful project execution.

Architect-Engineer (A-E) Contract Management And Design Reviews

• Manage and coordinate technical reviews of Architect-Engineer (A-E) designed projects to ensure compliance with project requirements, engineering criteria, and quality standards.
• Review engineering calculations, analyses, drawings, and specifications for technical accuracy and constructability.
• Serve as the Government’s technical representative for A-E contracts, ensuring contract compliance and successful project delivery.
• Develop scopes of work, budgets, and schedules for contracted design efforts.
• Monitor contractor performance, coordinate review comments, and ensure required design revisions are incorporated into final deliverables.
• Provide technical guidance and oversight for outsourced design services and regional support activities.

Design Program Coordination

• Implement and enforce engineering policies, regulations, standards, and guidance associated with military construction design programs.
• Coordinate planning, design, cost engineering, and technical activities for projects involving multiple stakeholders and organizations.
• Work closely with internal and external partners, including military installations, higher headquarters, project delivery teams, and customer organizations.
• Evaluate project performance throughout design, construction, and post-construction phases to identify lessons learned and improve future project delivery.
• Resolve design issues, establish project priorities, and ensure alignment with organizational objectives and customer requirements.

Barracks Renovation Program Management

• Serve as the technical expert and program manager for barracks sustainment, restoration, and modernization (SRM) projects.
• Provide expert consultation to senior leaders regarding barracks design criteria, standards compliance, waiver requests, and modernization strategies.
• Develop and implement standard procedures, technical guidance, and design criteria for barracks renovation programs.
• Represent the organization in meetings and coordination efforts with customers, other districts, military installations, and external stakeholders.
• Lead design reviews, technical evaluations, and post-construction assessments to improve project performance and facility outcomes.
• Provide expert technical assistance to architects, engineers, and design teams during project development and execution.
• Monitor construction activities and lead resolution of complex design and construction issues, including evaluation and coordination of contract modifications and change orders.
• Establish and maintain quality control processes for shop drawing reviews and multidisciplinary design coordination.
• Develop Architect-Engineer scopes of work and oversee quality assurance and quality control requirements for assigned projects.

Additional Responsibilities

• Provide technical mentorship and guidance to engineers, architects, and other technical personnel.
• Support organizational initiatives and strategic objectives through expert engineering leadership and consultation.

Other Conditions and Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Education Requirement

Engineering:

Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.

Architecture:

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements.
