Position Overview/Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About The Position

This position will require regional level services as a senior Mechanical Engineer and design coordinator for a wide range of conventional and unconventional Military Construction projects. Responsible for developing mechanical designs and coordinating design inputs of the associated engineering disciplines; performing technical reviews of mechanical designs developed by architectural engineering (A-E) firms and resolving mechanical design related problems arising during construction.

Provides mechanical expertise for design projects containing the most diverse, complex, and/or unconventional mechanical features at a wide range of military facilities within the District's Military boundary, including but not limited to troop living quarters; dining facilities; medical and dental facilities, including clinics and hospitals; multistory administrative buildings; reserve centers; general and specialized instructional facilities; industrial shop facilities; aircraft shelters; warehouses; recreational facilities (i.e., bowling centers, physical fitness centers, etc.); youth centers; and unique, complex, or one of a kind facilities. As a regional technical staff Engineer under Pacific Ocean Division (POD), the incumbent will serve as a technical authority in the Mechanical Engineering technical functional/area of expertise for all POD districts to include Honolulu, Japan, Alaska, and Far East Districts. Projects include military and civil works construction for the Army, Air Force and Navy throughout the Pacific Basin to include Hawaii, Alaska, Marshall Islands, Saipan, Guam, American Samoa, etc.

Major Duties

• Provides regional mechanical engineering expertise and technical guidance to districts and other organizations within the Pacific Ocean Division (POD), ensuring compliance with applicable engineering criteria, policies, regulations, and standards.
• Leads and performs technical reviews of mechanical engineering designs and construction documents, including HVAC, plumbing, heating, ventilation, and related systems, ensuring quality, constructability, sustainability, and compliance with project requirements.
• Develops and evaluates complex mechanical engineering designs for military, civil works, and other federal projects, preparing or directing the preparation of design analyses, calculations, drawings, specifications, studies, and technical reports throughout the design process.
• Serves as a multidisciplinary design team member and technical advisor, coordinating mechanical engineering requirements with architects, engineers, project managers, contractors and other technical disciplines to resolve design conflicts and develop integrated project solutions.
• Provides technical expertise in resolving complex and controversial engineering and construction problems, including evaluating proposed design changes, addressing contractor and construction issues, supporting technical evaluation and selection activities, and developing recommendations for engineering resolutions.

• On a voluntary basis the incumbent of this position could serve at the Honolulu District as a member of the Honolulu District Base Development Team (BDT). As a member of the BDT, the incumbent utilizes expertise to fulfill a variety of complex technical problems submitted by organizations requesting reach back support. As a member of the BDT, the incumbent provides rapid, relevant and reliable solutions to soldiers and civilians across the full operational and natural disaster spectrum in support of the Armed Forces and the Nation. As a BDT member, may be called upon to provide answers involving classified and unclassified requests for information. Per memorandum dated 13 April 2015, Position Designation for Base Development Team Members, this position is designated Non-critical Sensitive requiring access to Secret, “L,” Confidential classified information.

Additional Information

• Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
• In addition to the salary, a cost of living allowance (COLA) of 8.64% is currently authorized for this location; subject to change.
• Hiring incentives such as a recruitment/relocation, superior qualifications/advanced in-hire rate, and student loan repayment bonus may be authorized (subject to available budget).
• This position is eligible for situational telework only, including emergency and OPM prescribed “unscheduled telework”.

Minimum Experience Requirements

Basic Requirement – 0830:

• Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress‑strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
• Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Specialized Experience

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

One year of specialized experience which includes (1) performing technical reviews of mechanical design including plans, specifications, and documents for various projects; (2) planning and developing mechanical designs for various facilities; AND (3) performing inspections of construction activities to ascertain that construction is in compliance with mechanical plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
