Position Overview/Duties
  • Engineering Management: As lead and senior engineer, incumbent assigns and reviews work daily, weekly or monthly. Assures that production and accuracy requirements are met.
  • Office Engineering: Thoroughly reviews plans and specifications, formulates and consolidates recommendations submitted by others and presents recommended changes to facilitate or improve construction during pre-award technical review. Reads and interprets plans and specifications to ensure conformance of field construction and dredging with their intent. Resolves controversial matters with contractor personnel when they cannot be resolved by subordinate work force. Makes on-the-spot decisions concerning methods, materials, workmanship and contractor operations which are in harmony with the intent of the plans and specifications.
  • Field Engineering. Plans and assigns work to field inspection force and survey crews and keeps them informed of proposed contractor operations. Directs their attention to conditions that warrant special consideration. Tours construction and dredging sites to observe rate of progress, workmanship, use of approved material, accepted construction practices and methods and conformance with intent of plans and specifications.
  • Coordinates construction activities and maintains liaison with using service and other agencies regarding work progress, relocations, alterations, etc., to ensure that construction and dredging meets with their satisfaction as to progress, technical excellence and needs. Maintains liaison with contractor's representatives to keep updated on construction schedules and for planning inspections' services to meet contract requirements.
Other Conditions And Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Specialized Experience

One year of specialized experience which includes 2 out of 3 of the following: 1) Reviewing engineering design criteria for construction or maintenance of facilities; OR 2) Reviewing contracts for construction projects; OR 3) Negotiating with construction contractors on issues related to contract changes or costs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
