This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

• Integrate project scope and criteria, schedules and milestones, budgets, and responsibilities of the participating engineering parties, assumptions and risks, contingencies, and performance measurement criteria.
• Coordinate the planning, design, cost engineering, construction, and environmental concerns for major projects of complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public/regulatory issues.
• As the District's technical specialist for Design Management, review for quality control/ assurance and systemic problems of design features of various planning, design, and construction documents.
• Ensure compliance with established building codes and USACE criteria, detect discrepancies and non-conformance with approved criteria, and assure project funding, scheduling and cost estimates for architectural/engineering features are appropriate.
• Perform field inspections of proposed or existing works and evaluate design during and after construction and make inspection trips to construction project sites as necessary.
• Perform duties in support of the technical function as required to support the MILCON (Military Construction), SRM (Sustainment, Restoration, and Maintenance), and Civil Works programs.
• Participate in conferences, review meetings with military installation representatives, HQUSACE, other districts, A‑E firms, non‑Federal project sponsors, and other interested parties: mentor lower‑graded architects/engineers in the District.

One year of specialized experience which include experience: Identifying problems/issue related to engineering or architectural projects and assignments; Assisting with project design; Interpreting specifications of contract acquisition and administration for design and construction services.

Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress‑strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of coursework in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
