Job summary

U.S. Army Intelligence and Security Command (INSCOM) seeks experienced professionals to develop analytic techniques for in-depth target information within full-spectrum military Cyberspace operations.

The role involves conducting Cyber Warfare targeting, documenting analytic findings, and advising leadership on intelligence gaps. You will write and deliver technical briefings in support of mission priorities.

Duties

• Develop analytic techniques to gain in-depth target information while conducting full-spectrum military Cryptologic Cyberspace operations.
• Conduct Cyber Warfare targeting to ensure friendly freedom of action in Cyberspace and deny the same to adversaries.
• Document and disseminate analytic findings in Cyber Warfare in support of Full-spectrum Operations.
• Conduct quality control to determine validity, relevance, and priority of Intelligence information gathered about networks.
• Advise senior leadership of intelligence gaps discovered through regular review of message traffic, intelligence information, and data analysis.
• Write and deliver technical and information briefings in support of mission priorities.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
• A two-year trial period may be required.
• Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
• Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
• Temporary duty (TDY) travel may be required 25% or less.
• All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
• May be subject to short notice expanded hours, possible recall situations, and irregular work hours, including weekends/holidays.
• Overtime/shift work may be required.
• Position is considered Non-Combat Essential (NCE) and during periods of increased tension and mobilization could be assigned to any location worldwide.
• Must sign a DD Form 2365 acknowledging that certain levels of medical, security, performance, conduct, and overall fitness must be maintained to be suitable for assignment to an austere and stressful combat environment.
• Position is designated Mission Essential and the incumbent must be able to remain on duty or make every effort to report to duty on time during emergency and/or crisis situations.

Specialized Experience

One year of specialized experience which includes:

• Developing query strategies to conduct Cyber Warfare analysis in support of Full-Spectrum Operations; developing Cyberspace operations and plans for the Joint Warfighter;
• Leveraged proficiency of computer network topology, protocols, and network communication pathways;
• Analyzing how physical and logical computer network’s function, interrelate, and transmit data across diverse environments such as Understanding of transition of data across different network types (LANs, WANs, wireless) and deployment platforms (on-premises systems, cloud services, hybrid infrastructures, and remote locations); and
• Using appropriate databases, geospatial data, and resources to manage customer relationships, determining customer needs/requirements, and/or managing customer expectations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-11).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
