Job summary

Oneida ESC Group seeks a qualified Instructional System Designer for the Defense Information School at Fort Meade, MD. The ISD will analyze requirements, design content, and develop assessments in alignment with the Military Communicator Competency Model and Training Task Inventories.

You will collaborate with SMEs, ensure Section 508 compliance, and manage course updates in the DINFOS LMS/DMS, delivering projects on time under federal constraints.

Qualifications

  • Bachelor's degree in Instructional Design, Instructional Technology, Adult Learning, Education, or related discipline
  • 2+ years of Curriculum Development & Instructional Design experience using ADDIE framework
  • Available to provide full-time on-site support
  • Experience using Learning Management Systems (LMS)

Description

Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time (Instructional System Designer [ISD]) in (Defense Information School, Fort George G. Meade, Maryland).

Key Responsibilities

Perform analyses for training courses based on Service training requirements, the Military Communicator Competency Model, and Training Task Inventories resulting from Training Task Selection Boards.

Design and develop instructional programs and content that delivers performance and/or project based outcomes.

Develop competency-based assessments and design valid quantitative and qualitative performance metrics.

Develop "Train the Trainer" materials for large scale course revisions and new courses and produce content and materials to facilitate instructor training in the use of instructional materials, including the application and use of rubrics designed to assess student performance/learning outcomes.

Provide experienced input on creating training products and content that are Section 508 compliant.

Meet production deadlines established in government accepted delivery schedules for the given project.

Work with Subject Matter Experts and stakeholders to gather data and extract required information needed to perform informed analysis, make recommendations and decisions in each phase of the ISD process.

Possess excellent written and oral communication skills, and create products with extremely high attention to detail and accuracy.

Recommend course improvements based on inputs from student end-of-course surveys and instructor feedback.

Work within a team environment; interact with team members and stakeholders in a problem- solving, constructive manner.

Concurrently track and maintain course lifecycle updates on multiple courses within the assigned portfolio.

Plan, develop course analysis documentation, and facilitate In Progress Reviews (IPRs) and Training Task Selection Boards (TTSBs); prepare after-action reports to document decisions.

Input course information, design and revisions within the DINFOS Management System (DMS).

Archive and manage course content within the DINFOS Learning Management System (LMS); DINFOS currently uses Blackboard as its LMS, which is the official content repository for all courseware.

Conduct course evaluations, analyze results, and prepare reports with recommendations for DINFOS leadership.

Capture data and evaluate student performance on course assessments, and perform item analysis on exams and rubrics. Make recommendations for changes to ensure validity and reliability of assessments and rubrics as they relate to student ability to meet learning outcomes.

Regularly meet with academic teams through the established adjudication process to review instructor and student feedback, prioritize and plan course improvements, and implement revisions to ensure course effectiveness and relevance to training objectives, as well as industry-standard and best practices. Ensure identified issues are resolved.

Adhere to DINFOS records management policies, processes, and procedures.

Perform instructional systems design duties across multiple courses, portfolios or strategic efforts.

Provide occasional ISD expertise to support PAVILION content development efforts (as needed)

Support DINFOS efforts conducting accreditation reaffirmation and American Council of Education CREDIT reviews.

Deliver customized training solutions that include, but are not limited to the following examples: classroom-based training, interactive/multimedia content, print-based instructional materials; web- based instructional programs; job aids and performance support strategies, and mobile learning tools.

Assist development teams in selection of content references, with emphasis on current, credible and relevant resources that support content, delivery and learner resources.

Requirements
Minimum Qualifications

Bachelor's degree in Instructional Design, Instructional Technology, Adult Learning, Education, or a related discipline

2+ years-experience Curriculum Development & Instructional Design using ADDIE framework

Available to provide full-time on-site support

Experience using Learning Management Systems (LMS)

Preferred Qualifications

Familiarity with military training and education standards

Proficiency in developing instructor-led, virtual, and web-based training using eLearning authoring tools

Technically proficient in technical writing, documentation, needs analysis, learning analytics, Adobe Express, Blackboard, & Google Classroom

Compensation Range

$99,692 or GS11 Step-6 equivalent (*This rate applies through completion of the first performance year. Establishes market-competitive compensation aligned with required subject-matter expertise & instructional capability while demonstrating baseline performance standards.)
