Position Summary

The Instructional Specialist I serves as the instructional leader for Anne Arundel Community College’s English Language Learning program, including credit, continuing education, and contract training courses. The position designs, implements, evaluates, and continuously improves standards-aligned ELL curriculum across instructional modalities; teaches ELL courses; leads part-time faculty onboarding, professional learning, observation, and instructional support; and advises students on placement, progression, college pathways, and workforce opportunities.
The Instructional Specialist coordinates assessment practices, learning-outcomes measurement, and instructional components of state, federally supported, and contract adult education programming. Working collaboratively with department leadership, faculty, intake and assessment staff, data and technology staff, curriculum personnel, and community partners, the position promotes consistent, equitable, and high-quality instruction and supports student enrollment, engagement, persistence, transition, and success. The position reports to the Director of English Language Learning and Adult Education.

Job Duties and Responsibilities

CURRICULUM: Develop, implement, evaluate, and revise continuing education ELL curriculum, courses, and instructional sequences aligned with Maryland Adult ESL/ESOL Content Standards, English Language Proficiency Standards, and applicable college learning outcomes. Use student assessment results, faculty feedback, course outcomes, and program data to identify instructional needs and recommend improvements. Develop equitable and accessible course content that prepares English learners to progress through ELL levels and transition to credit programs, workforce training, employment, and other educational opportunities. Review and recommend textbooks, digital resources, learning management system materials, and other instructional tools. Participate in course and program review and maintain appropriate curriculum documentation.
INSTRUCTION: Teach credit and continuing education ELL courses in face-to-face, online, hybrid, HyFlex, and community-based formats at all levels. Model effective adult ELL teaching practices, inclusive classroom management, integration of digital literacy and the use of assessment to guide instruction. Provide instructional coverage or short-term support when necessary to maintain continuity of scheduled classes.
PROGRAM & ADMINISTRATIVE SUPPORT: Collaborate with department leadership, Intake and Assessment, Management Information Systems, and other program staff to ensure that curriculum, instruction, assessment, and faculty professional development support applicable grant requirements and student-performance targets. Contribute to Maryland Department of Labor grant applications, continuation applications, professional-development plans, monitoring activities and required reports. Review program and course data to identify trends, evaluate effectiveness, and recommend actions supporting continuous improvement. Assist with student assessment, registration, and engagement activities as needed.
PARTNERSHIPS: Develop and maintain productive relationships with internal college departments, Anne Arundel County Public Schools, workforce-development organizations, employers, nonprofit organizations, and other community partners. Support the creation and improvement of pathways that help English learners transition from continuing education ELL courses into credit education, occupational training, employment, and other college opportunities.
COMMITTEE MEMBERSHIP: Participate in English Language Learning and Adult Education department meetings, college committees, working groups, and cross-functional initiatives. Represent the department on matters related to English learners, adult education, curriculum, instructional quality, student access and educational pathways.
PROFESSIONAL DEVELOPMENT: Remain current on research, standards and emerging practices in adult English-language instruction, multilingual learner support, digital learning, student access, inclusive teaching and assessment. Participate in relevant state, regional and national professional-development activities and share applicable practices and resources with department faculty and staff.

Required Qualifications:

Master’s degree in TESOL, applied linguistics, adult education, education, language development or a closely related field. A minimum of five years of experience teaching English to adult learners in face-to-face and online or hybrid environments, preferably in a community-college or adult-education setting. Demonstrated experience in curriculum development, instructional assessment, learning-outcomes evaluation and the use of student data to improve instruction.
Experience advising adult learners regarding placement, academic progression, and educational or workforce pathways. Experience mentoring, training or observing part-time faculty and providing constructive instructional feedback. Demonstrated ability to use learning-management systems, online instructional resources and educational technology. Strong interpersonal, organizational, written and oral communication skills and the ability to work effectively with students, faculty, staff, administrators and community partners from diverse backgrounds. Ability to work a flexible schedule that may include evenings, weekends, and assignments at multiple college or community locations.

Preferred Qualifications:

More than five years of adult ELL/ESOL teaching experience and prior experience in a community-college environment. Experience developing and evaluating English-language curriculum across beginning through advanced proficiency levels. Experience with Maryland Adult ESL/ESOL Content Standards, English Language Proficiency Standards for Adult Education, AEFLA/WIOA programming, or comparable grant-funded adult education programs.
Experience designing and delivering faculty professional development, conducting classroom observations and supporting part-time faculty improvement. Experience analyzing enrollment, retention, assessment, and student-progression data. Experience supporting transitions from noncredit ELL programming to college-credit courses, workforce training and employment. Familiarity with integrated education and training, workforce preparation and digital-literacy instruction. Conversational proficiency in a language commonly spoken by local English learners and active participation in TESOL or a related professional association are preferred.
