Job summary

The City of Rochester Hills seeks a hands-on leader for plan review and inspection services to ensure compliance with adopted codes, ordinances, and construction documents. You will supervise staff, coordinate plan reviews, and perform audits and site visits to ensure quality control in the Building Department.

Under the Deputy Director, you will also manage training, provide technical interpretations of codes, and represent the department in meetings and court proceedings as needed.

Qualifications

  • Associate degree in construction or related field required; further college coursework acceptable.
  • Minimum five years of work experience in building inspections and plan reviews.
  • Prior supervisory experience required.
  • State of Michigan registration as Building Official/Inspector per Act 407, or ability to obtain.
  • ICC certification as Residential/Commercial Inspector and Residential/Commercial Plan Reviewer, or ability to obtain within 3 years of hire date.
  • Valid Michigan driver's license with minimal points.
  • Intermediate proficiency with office computers and related applications.

Responsibilities

  • Schedules staff to maintain coverage and manage time-off requests.
  • Directs plan reviews and inspections, participates in hiring and evaluations; provides coaching and guidance.
  • Provides leadership to assigned staff and interprets codes, ordinances, and regulations.
  • Coordinates and monitors plan reviews and inspection activities for regulatory compliance.
  • Performs peer reviews for code compliance and department quality control.
  • Conducts audits of plan reviews per IAS policy and maintains records of errors.
  • Conducts site visits for quality control discussions with contractors and staff.
  • Assigns complaints and ensures follow-through with compliance.
  • Ensures safe working standards and represents the department in court or public meetings.
  • Oversees code enforcement from records review through citations and escalation.
  • Coordinates fleet maintenance and repairs.
  • Responds to public inquiries and provides monthly reports.

Job description

This position manages the plan review and inspection services for the City; verifies and ensures proper plan reviews and on-site field inspections of properties are performed in compliance with the approved construction documents, adopted codes, and ordinances of the City; safeguards public health, safety and general welfare. This position works under the general supervision of the Deputy Director. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily.

  1. Schedules staff to maintain levels and adequate coverage while allowing for time off. Manages all time off requests.
  2. Directs the work of and manages the plan reviews and inspections of staff. Assists with interviewing and the selection of new employees. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling. Provides assistance and answers questions, gives advice and recommendations to staff.
  3. Provides leadership and management to all assigned staff.
  4. Provides technical assistance and interprets codes, ordinances and regulations.
  5. Coordinates, reviews and monitors plan reviews and inspection service activities. Ensures all programs operate within regulatory compliance.
  6. Performs peer review functions for compliance with building codes, ordinances, regulations and division quality control program for plan reviews.
  7. Conducts comprehensive audits on plan reviews per the departments IAS Audit policy. Maintains records for any minor or major errors for IAS.
  8. Conducts random site visits to construction sites to confer with contractors regarding Inspectors and Building Department personnel for quality control purposes.
  9. Assigns complaints to Inspectors for investigation and assures follow through with compliance per the department’s policy/procedure.
  10. Ensures compliance with safe working standards and practices.
  11. Represents the Building Department at court proceedings and public meetings as needed.
  12. Oversees the code enforcement process by reviewing compliance records, issuing warning and citations, escalating court appearance tickets to department leadership prior to legal action.
  13. Coordinates fleet maintenance and repairs with the Fleet Division.
  14. Addresses public inquiries.
  15. Performs inspections and plan review functions as needed.
  16. Provides monthly reports to the Deputy Director & Director on highlights of the inspection team.
  17. Responds to emergency calls as needed.
  18. Acts as back-up for Deputy Director and the Director as needed.
  19. Other duties as assigned.
  • Associate’s Degree in construction or a closely related field or two (2) years of related college course work; AND
  • Five (5) years work experience in building inspections/plan reviews.
  • Previous supervisory experience.
  • Registration with the State of Michigan under Act 407 as a Building Official, Building Inspector/Plan Reviewer as determined by the State of Michigan
  • International Code Council (ICC) certified Residential Building Inspector, Commercial Building Inspector, Residential Plan Reviewer and Commercial Plan Reviewer or the ability to become certified within (3) years of hire date.
  • Valid Michigan Driver’s license with no more than 4 points currently on record.
  • Intermediate proficiency with office computers and related applications

  • Work may involve entering and inspecting dangerous buildings that are structurally damaged and/or contain hazardous materials, dust, extreme noise, and poor lighting.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work is generally in a moderately noisy office setting and in the field.
