Job summary

The City of Lawrence invites a seasoned civil engineer to join the Municipal Services and Operations team as Assistant Municipal Services and Operations Director. You will lead a multidisciplinary staff across CMED and related programs, directing capital delivery, infrastructure planning, and project execution.

As a senior leader, you will coordinate with the City Manager’s Office and external agencies, develop strategic division goals, monitor budgets, and ensure compliance with engineering

Qualifications

• Bachelor’s degree from an accredited college or university with major coursework in civil engineering.
• Master’s degree preferred.
• Six (6) years of progressively responsible professional civil engineering experience, including two (2) years in administration and supervisory roles.
• Must pass background check, post-offer physical, and drug screen; valid Commercial Driver’s License.

Responsibilities

• Manage divisions, services, and programs within Municipal Services and Operations.
• Lead development and execution of the City’s Capital Improvement Program.
• Oversee delivery of complex capital projects, ensuring scope, schedule, budget, and requirements.
• Provide executive oversight for engineering standards, design review, and construction quality assurance.
• Coordinate with Federal and State agencies regarding infrastructure funding and compliance.
• Develop division goals, allocate resources, and participate in strategic planning.
• Represent the City and department with outside agencies.

Education

Bachelor's degree in civil engineering

Master's degree (preferred)
