Job summary

The City of Caldwell is seeking an intermediate-level Infrastructure Operator to maintain and repair the water distribution network. Work involves outdoors, with exposure to weather, traffic, and confined spaces, under supervision and with some autonomy.

Responsibilities include installing and servicing water mains, operating heavy equipment, conducting inspections, and coordinating with teams. Requires 2+ years in water systems and specific licenses; on-call shifts and background checks apply.

Qualifications

  • High School diploma or GED demonstrated by education history.
  • Minimum two years of experience in water distribution system construction, maintenance, or repair.
  • Equivalent combination of experience and training acceptable.

Responsibilities

  • Installs, repairs, and replaces water mains, valves, hydrants, and service connections.
  • Operates backhoes, loaders, compactors, and tapping machines independently.
  • Conducts valve and hydrant exercising and inspections.
  • Locates utilities and marks underground facilities per state rules.
  • Assists with water main shutdowns, pressure testing, and disinfection.
  • Performs leak detection and assists with emergency main repairs.
  • Maintains records, logs, and maps of projects.
  • Participates in standby rotation and after-hours emergencies.
  • Communicates progress and issues to supervisor and team.

Description

This position is an intermediate-level position in the Infrastructure Operator series. The primary function of an employee in this class is to perform moderately complex tasks in the construction of distribution mains, hydrants, valves, pumps, and motors, and the maintenance and repair of the city's water distribution infrastructure. The work is performed under general supervision of the infrastructure supervisor with latitude for independent judgment and initiative. The principal duties of this class are performed in an outdoor environment, which may involve adverse weather conditions, roadway traffic, related hazards, and confined spaces.

Responsibilities
  • Installs, repairs, and replaces water mains, valves, hydrants, and service connections.
  • Independently operates equipment such as backhoes, loaders, compactors, and tapping machines.
  • Conducts valve and hydrant exercising and inspections.
  • Locates utilities and marks underground facilities in compliance with state regulations.
  • Assists with water main shutdowns, pressure testing, and disinfection procedures.
  • Performs leak detection and assists with emergency main break repairs.
  • Provides training and field guidance to infrastructure operator I staff.
  • Maintains work records, daily logs, and maps of completed projects.
  • Participates in standby rotation and responds to after-hours emergencies.
  • Consistently keeps supervisor and relevant team members informed about work progress, current and potential issues, and proactively suggests new or improved solutions to address challenges.
  • Attends approved meetings, conferences, workshops, training sessions, reviews materials to remain current on the principles, practices, and new developments in assigned work areas.
  • Responds to questions and comments in a courteous and timely manner.
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Respects the opinion of others and maintains a positive and professional working relationship with colleagues, supervisors, and stakeholders.
  • Performs other duties as assigned.
Minimum Qualifications
Education, Training, and/or Experience Required:
  • Graduation from High School or possession of a GED.
  • Minimum of two years' of experience in water distribution system construction, maintenance, or repair.
  • Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
Licenses, Certifications and Other Requirements:
  • Possession of a current and valid driver’s license.
  • Class A CDL, No Restrictions with Tanker Endorsement.
  • Class II Water Distribution License issued by the State of Idaho.
  • Must be available for a mandatory on-call rotation and able to work evenings, weekends, and varying shift hours.
  • Successful completion of a pre-employment background check, physical, and drug testing to include prescription medications.
  • Subject to random DOT drug and alcohol testing.
Preferred Education and/or Experience:
  • Class I-IV Water Treatment License issued by the State of Idaho.
  • Certification in heavy equipment operation or pipeline construction.
