Job summary

City of Caldwell is seeking an entry-level Infrastructure Operator to assist in installation, maintenance, and repair of water mains, valves, hydrants, and service lines; outdoors, under supervision.

Requires high school diploma or GED. Candidates must obtain a Class A CDL with Tanker within 6 months and a Class I Water Distribution License within 12 months. On-call rotation and pre-employment checks are required.

Qualifications

  • Equivalent combination of experience and training acceptable.
  • Must obtain Class A CDL with Tanker Endorsement within 6 months of hire.
  • Must obtain Class I Water Distribution License within 12 months.
  • Available for mandatory on-call rotation; ability to work evenings, weekends, and varying shifts.
  • Pre-employment background check, physical, and drug testing required; subject to DOT drug/alcohol testing.

Responsibilities

  • Assist with installation and repair of water mains, valves, hydrants, and service connections.
  • Perform trenching, pipe laying, backfilling, and restoration work.
  • Operate light equipment and hand tools; load/unload materials.
  • Operate dump truck and vac truck under supervision.
  • Set up work zones and traffic control to ensure public safety.
  • Maintain daily logs and work orders; respond to after-hours emergencies.
  • Communicate progress and issues to supervisor; participate in meetings.

Job description

This position is an entry level position in the Infrastructure Operator series. The primary function of an employee in this class is to perform routine and semi-skilled tasks in the installation, maintenance, and repair of the City's water distribution infrastructure, including mains, valves, hydrants, and service lines. The work is performed under direct supervision of the infrastructure supervisor with limited latitude for independent judgment and initiative. The principal duties of this class are performed in an outdoor environment, which may involve adverse weather conditions, roadway traffic, related hazards, and confined spaces.

  • Assists with installation and repair of water mains, valves, hydrants, and service connections.
  • Performs trenching, pipe laying, backfilling, and restoration work.
  • Operates light equipment and hand tools in support of water infrastructure projects.
  • Operates a dump truck to and from job sites, hauling road base spoils, concrete, asphalt, etc.
  • Operates a vac truck to locate leaks, expose mains, pothole, etc.
  • Sets up work zones, including traffic control devices, to maintain public safety.
  • Locates and exposes existing utilities under supervision.
  • Flushes hydrants and exercises valves as directed.
  • Performs routine maintenance on tools, vehicles, and equipment.
  • Assists with water main shutdowns and pressure testing.
  • Completes daily logs and work order documentation.
  • Responds to after-hours emergencies.
  • Consistently keeps supervisor and relevant team members informed about work progress, current and potential issues, and proactively suggests new or improved solutions to address challenges.
  • Attends approved meetings, conferences, workshops, training sessions, reviews materials to remain current on the principles, practices, and new developments in assigned work areas.
  • Responds to citizens’ questions and comments in a courteous and timely manner.
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Respects the opinion of others and maintains a positive and professional working relationship with colleagues, supervisors, and stakeholders.
  • Performs other duties as assigned.
Education, Training, and/or Experience Required:
  • Graduation from High School or possession of a GED.
  • Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
Licenses, Certifications and Other Requirements:
  • Possession of a current and valid driver’s license.
  • Ability to obtain a Class A CDL, No Restrictions with Tanker Endorsement within 6 months of hire.
  • Ability to obtain a Class I Water Distribution License issued by the State of Idaho within 12 months of hire.
  • Must be available for a mandatory on-call rotation and able to work evenings, weekends, and varying shift hours.
  • Successful completion of a pre-employment background check, physical, and drug testing to include prescription medications.
  • Subject to random DOT drug and alcohol testing.
Preferred Education and/or Experience:
  • Experience in construction, utilities, or heavy equipment operation.
  • Experience in underground utility work practices.
